However, each treatment plan has its own difficulties and does not have complete solutions. In particular, the most anticipated plan is to re-export, to return the garbage to the place of return … extremely difficult.
In a recent document to the local customs department, the General Customs Department said there would be instructions for shipping lines and freight forwarders to re-export the accumulated scrap.
The owner of the property fled
Exchange with YouthA leader of the Customs Department in Ho Chi Minh City, a town with 1,099 unqualified junk containers, in which many containers contain waste mixed with many impurities and toxic substances that cause environmental pollution, is forced to re-export, he said. He keeps asking for business cooperation to manage shipments.
However, after a month of issuing 30 notifications sent to shipping lines and freight forwarders in Vietnam about the transport of waste goods at seaports, so far, the customs authority only received a response from some shipping lines / shipping agents in Vietnam.
In which, 15 shipping lines have had plans to handle 484 unsatisfactory imported scrap containers in the Cat Lai port, the remaining 15 shipping lines equivalent to 615 / 1,099 containers have not had any re-export plan.
“Shipping lines said that they cannot contact consignees in Vietnam or consignees abroad, the goods are not qualified so they cannot export to other countries …” – Mr. Nguyen Thanh Long, Deputy Director Director of Saigon Port Area Customs Branch 1 (Cat Lai Customs) said.
According to Mr. Long, with the plan to handle overdue merchandise as scrap, only 5 shipping companies proposed to destroy or request the customs authority to guide the handling plan for 67 containers, 10 shipping companies have plans. re-export corresponding to 417 containers.
In which, the number of containers re-exported by shipping lines and agents is 279, the number of containers that shipping companies change their casings to other shipping companies for re-export is 116, and the rest applies to destroy 22 containers.
In fact, to handle 1,099 containers that do not comply with technical regulations on environmental protection, in the past, the customs authority and the port company also “do their best” from notification, call and tariff reduction by 80%. waste container storage yard for companies to receive, but the proportion of waste containers handled is very small.
Many shippers have fled because the goods are not eligible for import, the charge per container is too much compared to the value of the goods …
So far, the Ho Chi Minh City customs office has only “returned to the place of shipment” 39 containers, including 37 containers from Yangming Shipping Company, which have been re-exported to Malaysia and 2 containers from another shipping company at customs. from the border gate. Sai Gon KV4 Port (Phuoc Long Port).
The remaining waste containers are still piling up at the Hiep Phuoc port. “We have also reported these plans to the customs management and supervision department to synthesize and report to the General Customs Department in accordance with the regulations” – said the representative of the port area of Saigon 1 Branch of Customs.

Destruction is more feasible Returns?
Overdue containers eligible for import, as required, will be handled according to the auction process. With the shipment ineligible, the authorities will ask the shipping lines to take responsibility for the re-export.
Therefore, according to the Ho Chi Minh City Customs Department, if after more than 30 days from the notification date that the transport company does not re-export shipments of inferior quality, this agency will make a list of shipping lines, will inform the interdisciplinary team to plan to force destruction or recommend to the Ministry of Transportation to stop issuing entry / exit permits for these ships.
However, according to transport companies, the penalty is difficult for companies because they also want to handle these junk containers. A representative of a shipping company with almost 100 containers is entangled in scrap containers, said that the shipping company itself wants to manipulate it to recover the container.
As a carrier, companies only know what to transport and how quality is only determined by the authorities.
“Even if the company wants to pay, it is not easy. Because to return the merchandise, there must be a bill of sale between the seller and the recipient. Once the purchase contract is formalized, the shipping line is eligible. Register and receive the merchandise.
In fact, some countries have already returned scrap containers for re-export through diplomatic channels, with the recipient designated by the government. But even re-export must be handled with a management, closely following the seal number, the number of containers in the system, not allowing the re-importation of containers with such numbers to avoid the case of shipping lines that transport and return to Vietnam.
In recent documents, the Directorate General of Customs also mentioned the auction plan for the shipments that completed the classification and accurately identified the goods as qualified scrap.
The General Directorate of Customs will transfer the list of companies that have been granted a certificate of eligibility for environmental protection in the importation of scrap metal for use as raw material for production to participate in the organization of auctions of the General Directorate of Environment.
“For standard containers, we can auction, but for subprime containers, experience shows that there is only one way to destroy and shipping lines have to share a part of the budget as risk in the commercial process. Destruction costs can also be deducted from auction proceeds, “suggested a commercial director.
Don’t let Vietnam become the world’s “garbage dump”
According to the Ho Chi Minh City Customs Department, of the overdue containers at the port, 1,167 containers are of poor quality imported scrap, mainly at the Cat Lai port. After classification by authorities, among 1,509 containers, there are 410 containers eligible for import.
The remainder includes 1,099 containers of unsatisfactory scrap, forcing re-export. According to the notice sent to 30 shipping lines forced to re-export 1,099 containers of imported scrap, many shipping companies have to re-export hundreds of containers of scrap. For example, C. Vietnam Company Limited re-exported 340 containers; CM Joint Stock Company re-exports more than 200 containers …
According to expert Tran Anh Tuan, handling of scrap containers requires drastic measures and heavy penalties from the management agency. For example, with shipping lines that do not have a re-export plan, the authorities must strictly deal with it.
“Here is the story of sustainable development. Otherwise, Vietnam will become the garbage dump of the world and will pay a heavy price with the quality of life of the next generation,” Tuan said.
Recommended strict monitoring measures
Indonesian environmental organizations have recommended Main The Indonesian government implements a series of measures in its own country Not to become a landfill for foreign countries.
For example, check regulations concerning the importation of scrap metal and paper, in particular plastic and paper waste, to limit pollutants or contaminants infection; prohibit imported waste producers from transferring or transferring transfer imported scrap to anyone; garbage importers will be responsible for cleaning contaminated plastic caused by hand, sold and “donate” to other parties …
