On the same day of the trial and arrest of Mr. Nguyen Quoc Anh (former Director of Bach Mai Hospital) due to his involvement in the case of overpricing for medical equipment, the police investigation agency executed a search warrant.

He is guilty of “abusing positions and powers during service” under article 356 of the 2015 Penal Code.

At the same time, C03 also prosecuted the defendants, arresting Mr. Nguyen Ngoc Hien, former deputy director of Bach Mai Hospital and Ms. Trinh Thi Thuan, former chief accountant for the same crime.

The Supreme People’s Prosecutor’s Office approved these decisions and orders. On the same day, C03 cooperated with the Supreme People’s Prosecutor’s Office to execute a search warrant with Mr. Quoc Anh and Hien.

Consequently, around 7:00 am, about 10 officers went to Mr. Hien’s home in the Cau Giay district to conduct a search. However, at that time Mr. Hien’s house was closed and the electricity was cut off.

Then a woman opened the door and led the work group to the 3rd floor of the house. Approximately 15 minutes, the policemen, under the supervision of the representative of the Prosecutor’s Office, went down to the first floor to continue the search.

After about 50 minutes of executing a search warrant, until 7:50 p.m., the competent forces took out some documents, got in the car and left.

At the same time, the investigation agency also searched the home of Mr. Nguyen Quoc Anh in Long Bien district, Hanoi. The investigative agency has seized several documents for the investigation.

The arrest of Mr. Quoc Anh, Hien, and Ms. Thuan is part of the C03’s extensive investigation into the price override for medical equipment.

C03 has clarified the behaviors of some leaders and staff of the Bach Mai Hospital, taking advantage of the autonomy mechanism of the medical services units, the policy of socialization of joint ventures, associating the acquisition of medical equipment. attending medical examination and treatment because personal reasons violate State regulations, the regulations of the Ministry of Finance and the Ministry of Health.

The defendants approved the participation of the BMS company in the project, increasing the price of the equipment many times, raising the price of the service to steal money from the patient.

As reported, the results of the initial investigation confirmed that some people from the BMS company have imported a robotics system worth 7.4 billion VND (VAT included).

However, the defendant raised the bar to 39 billion dong, the valid proof of the valuation certificate has no legal validity.

The price of the robot system is 7.4 billion VND, the depreciation cost of the machine for each case is 4 million VND, but with the declared price, the patient has to pay 23 million VND / box , a difference of 18 million VND.

From 2017 to 2019, there were more than 500 use cases for this device, the difference in appropriate benefit by the patient was 10 billion VND.

Before arresting the three suspects mentioned above, C03 made decisions to prosecute the accused, implementing a temporary arrest warrant for Pham Duc Tuan, Chairman of the Board, Director of BMS and Ngo Thi Thu Huyen – Vice Chairman.

The investigating agency also prosecuted the defendant and banned Tran Le Hoang, an appraiser from Hanoi Valuation and Financial Services Corporation (VFS Company) from leaving the residence. All of these defendants were charged with “fraudulent appropriation of property.”

Mr. Quoc Anh and Mr. Ngoc Hien were hospital leaders at the time when BMS Company and Bach Mai Hospital carried out a joint venture to put many equipment and machines to use to treat patients in accordance with policy of socialization.
