On September 24, Mr. Nguyen Van Huyen, Vietnam’s Director General of Roads, said that the agency was coordinating with the Institute for Transportation Strategy and Development to study the state’s highway toll collection project. to invest.

In the immediate future, the toll collection project will focus on projects with urgent needs, such as the Ho Chi Minh City-Trung Luong Expressway, the La Son-Tuy loan line, and 6 North-South Expressway projects; Each project will have different rates and loading times.

According to Mr. Huyen, high-speed projects with large investment capital, invested in any form, also need a fee to pay back. The state has the money to pay the money back and continues to invest in other high-speed projects. Newly inverted highways now often run parallel to national highways, so people can choose to take toll roads or go on highways (roads that have not been improved or renovated) at no cost.

The leaders of the Directorate of Roads also said that the draft of the Road Traffic Law (revised) had the content of toll collection on the roads invested by the State. Therefore, if this bill is passed and goes into effect in 2022, the collection of tolls for all expressways is expected to proceed synchronously.

Previously, the Government ordered the Ministry of Finance and the Ministry of Transportation to prepare a Government report to present to the Standing Committee of the National Assembly on the addition of user charges for the state-funded highway, in accordance with the Tariff Rules. and charges

In mid-August, the Ministry of Transportation proposed to the Ministry of Finance and the Ministry of Justice to collect tolls on expressways through the toll stations of expressways invested by the State.

The principle of toll collection for expressways has been determined by the Ministry of Transportation is to collect tolls only for expressways that connect two points with parallel roads for people to choose; Toll collection is done at the toll booth on the highway. The rate must be consistent with the quality of the service, but not exceed the benefits and affordability of the users of the expressways.

Currently, the Ho Chi Minh City – Trung Luong highway stopping toll collection is said to reduce the efficiency of construction investment. After stopping collection since early 2019, the volume of traffic on this highway increased suddenly, especially on weekends, leading to congestion and accidents on the route. The Ministry of Transport has asked the Permanent Commission of the National Assembly to allow the tolls of vehicles that circulate on this expressway.
