On September 25, the Interior Ministry will work with the Ho Chi Minh City People’s Committee on this project before presenting it to the National Assembly for approval.

– The Modified Local Government Organization Law 2019, in force since July 1, 2020, stipulates that local government is organized on 1 level, which includes the Popular Council and the Popular Committee. Another case, without a Popular Council, will be decided by the National Assembly.
Based on the provisions of the law, the localities of Hanoi, Da Nang and Ho Chi Minh City are reorganizing the urban government model in the direction of organizing only 1-2 levels to rationalize the apparatus. .
According to Resolution 97 of the National Assembly, as of July 1, 2021, it will pilot the organization of the urban government model in the city of Hanoi according to two levels of city and district, not organizing Popular Councils at the district level. The National Assembly also issued a 119 resolution that tested the organization of the urban governance model of the city of Da Nang as of July 1, 2021, with only one level, namely the People’s Council and Committee. from the city.
Consequently, the districts and districts do not have people’s councils, only the people’s committees are state administrative agencies. Ho Chi Minh City is also building a one-level urban government project, in the direction of not organizing People’s Councils at the district and district level. If the project is approved by the National Assembly, Ho Chi Minh City will also implement the new urban government model as of July 1, 2021.

The objective of building urban governments in Hanoi, Da Nang and Ho Chi Minh City is to renew the modes of organization and operation of urban governments at all levels in carrying out political tasks; promote the role of oversight of the people, the Front of the Fatherland, the socio-political organizations, especially the supervision of the Popular Council at the higher levels, in association with democratic regulations at the grassroots level.
The reorganization of urban government in Hanoi, Da Nang and Ho Chi Minh City aims to improve the efficiency of management at the district and district level, and process procedures for people more quickly. After the reorganization, the district People’s Committee will be a state administrative agency directly under the higher government.
The urban government reorganization process also aims to unify the civil service regime in state agencies from city to district. – Hanoi city currently has 12 districts, 1 city, with 177 districts; Da Nang City has 6 districts, 45 districts and HCMC has 19 districts and 259 districts. After the reorganization of the urban government in a rationalized and reasonable direction, the district-level administrative agency will be led directly by the City People’s Committee, the district-level administrative agency is under the direct leadership of the People’s Committee at the level of district. .
