The Ministry of Education and Training has just issued Circular 32 which regulates the regulations for secondary, junior and high schools with multiple levels of education. This Circular is effective as of 1-11-2020. This Circular replaces Circular No. 12/2011 of March 28 of the Ministry of Education and Training.

In Circular 12, in Article 41, students must not perform behaviors, prohibiting students from using cell phones or music players during school hours.

However, with Circular 32, in article 37 on behaviors that students cannot perform, clearly stating that “using mobile phones or other devices while studying in class is not for learning and permission from the teacher.” Therefore, with this rule, the regulations prohibit students from using cell phones during school hours. Students may use cell phones while studying in class if they are used for learning purposes and with teacher permission.

Also according to this Circular, students cannot repeat more than 3 times in a school level instead of 2 times as before.

Furthermore, one of the most significant changes in the Circular that has just been issued is the reduction of records and books for teachers.

According to the new regulations, the system of records for the management of school education activities includes 14 categories for schools, 2 types for professional groups and 4 types of books for teachers.

For teachers, there are types of books, including teacher education plan (by school year), lesson plan (lesson plan), and student monitoring and evaluation. As for teachers who are in classroom work, they have more classroom books.

Electronic records are used in place of paper records according to the roadmap appropriate to local conditions, schools, teachers’ ability to perform, and to ensure the legality of electronic records.

Electronic records management is regulated by the Department of Education and Training in accordance with the connection standards and data standards of the Ministry of Education and Training.
