Seven provinces and cities from Ha Tinh to Quang Ngai have banned the sea, calling for more than 3,700 fishermen to escape the Typhoon Noul danger zone.

The National Center for Meteorological and Hydrological Forecasting said that at 12 noon this afternoon, the center of the Noul storm was about 300 km southeast of the Hoang Sa archipelago. The strongest wind in the area near the center of the storm is level 10 (90-100 km / h), two levels increase. The danger zone in the East Sea in the next 24 hours (strong winds from level 6, shaking from level 8 or more) is latitude 11.5 to 18; west of the 116th meridian.

At the meeting to respond to the storm, Mr. Tran Quang Hoai, deputy director of the Central Steering Committee for the Prevention and Control of Natural Disasters, said that Thua Thien Hue, Da Nang, Quang Nam and three towns of the Nuol storm landed, banned sea last afternoon. This morning, adding Ha Tinh, Quang Binh, Quang Tri, Quang Ngai to ban the sea. People cannot go to the sea, fun activities and swimming must stop.

The Border Guard report showed that as of this morning more than 58,000 vehicles with 285,000 fishermen had been informed of the direction of the storm’s movement. Currently, the danger zone has 511 boats with more than 3,700 fishermen, mainly in Binh Dinh (246), Quang Ngai (145 boats), Quang Nam (89), Quang Binh (25). The storm is expected to occur between September 17 and 18, causing 200-300mm rainfall from Ha Tinh to Quang Ngai, in some places it rains 400mm. The flood forecast is highest in the rivers from Thanh Hoa to Quang Ngai at alarm level 1-2.

However, due to the narrow terrain, sloping towards the sea, the water rises and drains rapidly, the risk of flash floods and landslides is very great. On the other hand, the storms make landfall when the highest tide of the month is expected, so it is expected that in the northern and central coastal areas the waves will reach between 3 and 5 m in height, threatening the sea dikes. According to the Central Steering Committee for the Prevention and Control of Natural Disasters, the area from Thanh Hoa to Thua Thien Hue has 49 critical dikes that must be ready to guard against storms. 16 dams are being built.

To avoid the risk of level 10 wind storms (90-100 km / h), level 12 shock and flash floods, landslides, rising sea waves, Quang Binh to Da Nang provinces are planning to evacuate to almost 296,000 households with more than 1.1 million inhabitants. Mr. Hoai noted that the town did not evacuate people en masse but instead focused on dangerous areas.

Speaking at the meeting, the Minister of Agriculture and Rural Development, Nguyen Xuan Cuong, called on the provinces of the affected areas outside the sea to consider the real situation and to consider leaving school for students.
