The issuance of price appraisal certificates is not in accordance with the regulations, has no legal value, causes damage to the state.
The investigating agency determined that the defendant Nguyen Nhat Cam, in the role of Director, Chairman of the Advisory Council for Procurement and Selection of Goods / Services of CDC Hanoi, had directly agreed with Nguyen Ngoc Nhat and Nguyen Thanh Tuyen set the price purchase of the real-time PCR system automatically from the company Qiagen, Germany with the price of 7 billion; direct subordinate to the valid bidding document of package 15 to designate MST Company to win the bid, causing damage to state property of more than 5.4 billion VND.

So far, the infractions to the previous bidding packages have not been clearly determined, the Investigation Agency of the Ministry of Public Security separates the file for further clarification, if any infraction is determined, it will be handled strictly according to regulations.
