Nguyen Van Hai, or Hai “eight precepts”, was arrested on a search warrant for “against service persons.”

Faced with Hai’s aggressive attitude, Captain Dinh Nam Phong, the task force leader, contacted the unit to reinforce his forces, when suddenly Hai rushed to punch him in the chest, causing Captain Phong to collapse on the street.
Taking advantage of the chaos of the crowd, Hai left the scene. Captain Phong was taken to the emergency hospital.
On August 12, the Ha Dong District Public Security Investigation Police Agency prosecuted the case and prosecuted the defendant against Nguyen Van Hai on “Against Service Persons” charges. However, because the subject fled his residence, on August 21, the investigative agency issued a search decision for Hai.
Nguyen Van Hai is known to have 5 convictions for “disturbing public order”.
