The investment policy of the project for the production, concession and management of citizen IDs of the Ministry of Public Security was approved by the Prime Minister through Decision 1368.

The Ministry of Public Security began to issue barcode cards from 2016, until now, 16 provinces and cities have infrastructure to issue more than 16 million cards. In the rest of the provinces, citizens use 9 and 12-digit identifications.

When the project is approved, provinces and cities across the country will issue cards with a synchronous electronic chip and by July 2021 the country will issue 50 million cards.

Explaining the impossibility of issuing identity cards with electronic chips at the beginning instead of barcodes to avoid waste in the construction of infrastructure, said the representative of the Ministry of Public Security, since 2012 when the card construction project began. Citizen identity, the Ministry has raised this problem, but at that time electronic chips were still expensive, production technology was limited.

“Until now, national companies can be proactive in technology and production costs are cheaper,” said the representative of the Ministry of Public Security.
