Keep pace with reform, open the flow

We need to continue to persevere in innovation and reform. Every innovation or change always creates added value. Reform of administrative procedures helps reduce time, helps reduce compliance costs to facilitate individuals and businesses. We need this unified thinking in formulating policies for national development.

However, I found that in the institutional building process, we often create barriers because we do not adequately understand the role and functions between the state and the market; I don’t understand what state management is and with what tools it should be managed.

In many cases we continue to prohibit the first, building the barrier. That is, I did not say that we deliberately set barriers … Then we see the deficiencies corrected, and then each time we correct them as reform. Like flowing water, we fill it with rocks and slow the flow down, block it, then remove the ice from it so the water flows normally again, and we call it reformation. That thought is not correct. It should be, it is necessary to clean the flow, not be the bank and dam it.

All policies must be geared towards the happiness of the people.

I want to emphasize, we need to have a good mentality to define the roles, functions and tasks between the state and the market in the development of legal regulations to avoid overlaps, conflicts, waste and problems. .

People must be subjects in the development process. All State policies must revolve around and towards the happiness of the people, if not for whom? Policy makers must take this into account.

The relationship between stability and development

For a long time we have often talked about stability and rapid development. This pair of categories is very good. If done intelligently, they complement each other; otherwise it will create a conflict. Stability is a premise for rapid development, but rapid development is also a premise for stability. If we don’t develop fast, how can we have the resources to keep it stable? On the contrary, if it is not stable, how to develop quickly. Of course, it is necessary to apply this pair of categories based on each historical period.

In the past, the Vietnamese economy was weak, fragile and vulnerable, so we set the goal of maintaining stability. But now that we are stable, politics is stable, society is stable, we must focus on rapid development to maintain stability. But if we stay stable, how can we develop fast?

There may be disagreements, but I think that now that we are stable, we need to grow a little faster in the sense of maintaining stability, not breaking that stability. This is my personal thought.

We need to determine what is the driving force for rapid and sustainable development here. I think there are 2 factors: science, technology, innovation, creativity and humans. If we don’t focus on these two factors, it will be difficult for us to develop in the 4.0 era.

Take advantage of human resources for rapid development

I want to talk about the human factor, the nation’s strongest and potential resource, but we haven’t promoted it yet. We Vietnamese are smart, hard-working, strong-willed, proven through different historical periods. But let’s ask ourselves, where are the talented people now? Are they abroad? Many talented people are only experts, researchers, and cannot fully develop their capabilities. Vietnam has many talented people but they have not become the country’s resources. That is what we have to think about.

I am very excited about the establishment of the Vietnam Innovation Network, which has brought together many Vietnamese abroad, from there to connect with each other for innovation. We are also creating a National Innovation Center.

We need to harness human resources for rapid development, especially in the current golden population period. Vietnamese need to be rich before they grow old. By 2030, Vietnam will pass into an aging population. The time fund is only 10 years away, so we must take advantage of this dynamic human resource before the country turns to an aging population, which increases social pressure.

Allocate resources to ensure investment efficiency

The market is the most important mechanism to ensure an efficient allocation of resources. However, our mechanism is different; We have a balanced development policy between regions, without leaving the gap between rich and poor. Therefore, in the allocation of resources, we must ensure that the dual objective is efficiency and that development is based on harmony and balance.

Public investment in the next period should be treated in the direction based on balance, but it should also depend on efficiency, focusing on a number of growth poles to break through, thus contributing more to the state budget. We must pay more attention to the key economic regions, the growth poles, although there must be harmony and balance with the less developed regions.

In the early stages of development, we have agreed to the efficient use of resources, the reduction of recurring expenses and the increase of investment expenses. We think in the direction of creating development, increasing GDP, having more powerful companies, contributing more to the budget, then the public debt will automatically decrease. However, there is also the prospect of keeping public debt and overspending at a low level without paying attention to development and GDP growth. This is a contradiction in development.

Personally, I follow the trend of creating for development, how to develop faster, so that GDP grows, I will automatically achieve the dual objective of developing while public debt and overspending will decrease. And if government debt and overspending are kept low, is there a benefit if there is no growth?

I still think about investing in the style of ‘the son of a soldier as a housekeeper’

Among us we still think of investing in the style of “the house soldier of the house” or “the short cut and the long bite.” That is a misallocation of investment. We all invest together, the works are fragmented, small, bad connection. Investing in that way can not count on sufficient resources, if it is not exhausted. This way of investing is much more wasteful than corruption. Focus on investment, infrastructure for development and reduce recurring expenses.

In the socio-economic development strategy of the next 5-10 years, there is the idea of ​​designing rapid growth based on dynamics, the smartest city is Hanoi, Ho Chi Minh City and 5 centrally managed cities. Rapid growth must be based on key economic regions, areas capable of creating material wealth rather than expanding, it is difficult to depend on other provinces with weaker competitiveness.

For example, HCMC should focus on developing an international financial center. More than 10 years ago, I worked on a project with foreign countries to form an international financial center in Vietnam. Now is a golden opportunity to implement this idea, otherwise it will be a waste.
