Consequently, the Secretariat decided that Mr. Le Quan, a member of the Party Personnel Committee, Vice Minister of Labor, Invalids and Social Affairs, resigned from the post of member of the Party Committee, Ministry of Labor, Invalids and Social Affairs; He mobilized, rotated and appointed him to be a member of the Executive Committee, the Standing Committee of the Provincial Committee of the Party and held the position of Undersecretary of the Provincial Committee of the Ca Mau Party for the period 2015-2020.
Mr. Le Quan was born in 1974 in Hanoi, a native of Quang Ngai province, and is a member of the XIV National Assembly (period 2016-2021).
Since 2014, Mr. Quan has been the Deputy Director of the National University of Hanoi. In September 2017, Mr. Quan was appointed by the Prime Minister as Deputy Minister for Labor, Invalids and Social Affairs.
The new Undersecretary of the Provincial Committee of the Ca Mau Party, Le Quan, said that, as an adult in the education sector, after 3 years of Work, Invalids and Social Affairs, now returning to the province of Ca Mau, I am committed to make active efforts to study, train and promote the spirit of solidarity, democracy, learn, try to inherit creativity and successfully complete assigned tasks.
“We look forward to working and cooperating with the leaders of Ca Mau Province next time for the development and credibility of the Ca Mau Party Committee and its people,” Mr. Le Quan said.

According to Minister Dao Ngoc Dung, Comrade Le Quan is a very young, well-trained officer with a very good knowledge of French and English. When he returned to the Ministry of Labor, Invalids and Social Affairs, Comrade Le Quan learned modestly, approached his work quickly, coordinated with other branches effectively, and was very reliable. The work assigned by Comrade Le Quan has produced a very good product.
Minister Dao Ngoc Dung stressed that Comrade Le Quan was transferred to Ca Mau is an honor for the industry, but also the responsibility of the industry for the locality. “We believe that Comrade Le Quan will promote and fulfill his duties” – said the minister.
Mr. Le Quan holds a Bachelor of Business Administration from the University of Commerce, a Master of Business Administration from the Franco-Vietnamese Center for Management Training, a Master of Strategic Management from the Grenoble Business University and a Doctorate of Science . administration at the University of Toulon (France); was appointed Associate Professor in 2009 and recognized as a Certified Professor of Economics in 2018.
Mr. Quan used to hold the following positions: Head of Human Resources Department (University of Commerce); Director of the Center for International Training and Education (University of Economics, National University of Vietnam, Hanoi); Head of the Personnel and Organization Department (National University of Hanoi); Since 2014, he has been deputy director of the National University of Hanoi.
