Regarding this controversial proposal, VTC News replied, Mr. Hoang The Tung, Deputy Director of the Department of Traffic Safety (Ministry of Transport) explained that in the law of the 1968 Vienna Convention, it was required to turn on the light of identification all the time. The whole day was adopted by the council and applied by many countries.

Consequently, the identification lamp is a DLR like a led light (not a cost light or a headlight) and it keeps turning on the power to turn it on.

“The convention also stipulates that if cars don’t have identification lights, people can use cost lamps (not using headlights). The convention also anticipates countries with different ratings, ”said Mr. Tung, saying that all types of motorcycles are now manufactured with identification lights.

Mr. Tung further explained that the law of the Vienna Convention dates from 1968 and is updated annually based on proposals from other countries.

“Many people think that the convention dating from 1968 is old but it is not. It is just its precursor and is regularly updated. For example, regulations for turning lights on during the day when the old days were not available, ”shared Mr. Tung.

It was only in 2014 that Vietnam joined the law of the 1968 Vienna Convention.

When Vietnam joined this law, the regulation to turn on the daytime running lights was not included in the Traffic Law of our country because at that time, we had not yet amended the law.

“Currently, we are amending the Road Traffic Law, so we need to have the identification light included in this draft, to enact the 1968 Vienna Convention because we are united.

This regulation will be consulted by the people until the end of May, then summarized, then presented to the Government and the National Assembly for approval, ”shared the Deputy Director of the Department of Traffic Safety.

According to Mr. Tung, if our country does not absorb the regulation to turn on the identification light throughout the day of the Vienna Convention, it will have to inform and explain to the Council of the Vienna Convention a reservation.

Regarding sanctions, if this regulation is applied, Mr. Tung said that when we build the law, depending on the nature of the danger, there will be sanctions and they should be amended and supplemented. Decree 100.

“Until there are penalties, it is a process, because if something is too complicated, there should be a roadmap to propagate, not impose a penalty immediately,” said the deputy director of the Department of Traffic Safety.
