Specifically, in Clause 3, Article 27 of the draft Special Sales Law (as amended) states: “During the day, motorcycles, electric bicycles, electric bicycles, when traveling, must turn on the visible lights. be equipped with the manufacturer’s design or have at least one light near the front and one red light behind. At night or when it is dark or foggy, bad weather should be turned on with restricted vision with the high beam or low beam, taillight, or position lamp as designed by the manufacturer. ”
Explaining the previous proposal, the representative of the Department of Traffic Safety, Ministry of Transport, said: “ The regulation of all day on motorcycles is based on the Ministry of Transport under the 1968 Convention on Road Traffic with 85 member countries. , including Vietnam.
According to the State, motorcycles are considered weaker than automobiles, so the Vienna Convention stipulates turning on the lights to identify motorcycles all day (not the lights) for motorists to detect motorcycles. .
