14 people involved in the Thai Nguyen Iron and Steel case prosecuted

Mr. Nguyen Trong Khoi, former deputy general manager of Vietnam Steel Corporation, and 13 accomplices were prosecuted for irregularities at the Thai Nguyen iron and steel project.

On December 13, the order to prosecute the accused, register, and apply containment measures to 14 suspects was issued by the Investigative Police of the Ministry of Public Security (C03).

9 people were charged with crimes Violation of regulations on the management and use of state property causes loss and waste including: Dang Van Tap, former permanent deputy director of the Board of Directors of the Phase 2 production expansion project – Thai Nguyen Iron and Steel Company (TISCO); Dong Quang Duong, former deputy director and secretary of the TISCO project; Nguyen Trong Khoi, former Deputy General Manager of Vietnam Steel Corporation (VNS); Trinh Khoi Nguyen, former head of VNS Investment and Development Department; Do Xuan Hoa, former chief accountant of TISCO; Le Thi Tuyet Lan, former Deputy Director of TISCO Accounting – Statistics – Finance; Uong Sy Binh, Former Deputy Director of Accounting – Statistics – Finance Department of TISCO; Nguyen Van Trang, former member of the VNS Supervisory Board; Dang Thuc Khang, former member of the Board of Directors, and Head of the Supervisory Board of VNS.

5 people were charged with a crime Lack of responsibility has serious consequences including: Le Phu Hung, former member of the VNS Board of Directors; Nguyen Minh Xuan, former member of the VNS Board of Directors; Nguyen Chi Dung, former member of the TISCO Board of Directors; Hoang Ngoc Diep, former member of the TISCO Board of Directors; Doan Thu Trang, former member of the TISCO Board of Directors.

Of the 14 people, only Dang Thuc Khang, former member of the Board of Directors and Head of the Supervisory Board of VNS, was arrested; the rest took preventive measures.

Procedural decisions on 14 defendants have been approved by the Supreme People’s Prosecutor’s Office.

The decision to prosecute 14 defendants is in the extension of the investigation C03 related to the case Infringements of the regulations on investment in construction works have serious consequences and Violation of regulations on the management and use of state property causes loss and waste it happened in phase 2 of the production expansion project – Thai Nguyen Iron and Steel Company (TISCO).

So far, C03 has prosecuted nearly 20 people, including Mr. Mai Van Tinh, former Chairman of the Board of Directors of Vietnam Steel Corporation; Mr. Dau Van Hung, former CEO of Vietnam Steel Corporation; Mr. Tran Trong Mung, former CEO of TISCO, Tran Van Kham, former Chairman of the Board of Directors, CEO of TISCO), Ngo Sy Han, former Deputy CEO of TISCO.

Production Phase 2 Expansion Project – Thai Nguyen Cast Iron Company, approved in 2005 with a total capital of over VND 3.8 billion. At the conclusion of the February 2019 inspection, the government inspector determined that the project was incorrectly adjusted by TISCO from VND 3.8 billion to more than VND 8.1 billion.

At the time of inspection, the total value of TISCO’s payments is more than 4.4 billion VND; where the payment to MCC exceeds 92% of the contract value, but not all items are completed. For 2013, MCC and contractors halted construction, causing many equipment to rust, damage, seriously affect project progress, quality, and damage investment capital.

The Government Inspection transferred the findings to the Central Inspection Committee to handle them according to its competence to the cadres and party members under the Politburo, the Secretariat manages the related violations, transferring the documents to the Police Investigation Agency, Ministry of Public Security to investigate.
