He said everyone on board will be asked to wear face masks, passengers will be asked to check fewer bags, and a ban on queuing to go to the bathroom will be imposed.
He had previously said he would not restart flights if his planes were required to be emptier to meet social distancing guidelines.
The video shot on Saturday afternoon shows a packed Ryanair plane as it prepared to depart Stansted for Lisbon.

Appearing this morning on Good Morning Britain, Ryanair CEO Michael O’Leary said: “[From July 1] We will fly around 1,000 flights a day and take hundreds of thousands of British families abroad to Spain, France and Portugal, which are reopening faster than the UK.
“It will be reasonably easy, but it will be unusual in that you will have to undergo temperature control upon entering the airport, and you will wear face masks throughout the journey.
“Other than that, you won’t see much difference.”
Flights that have already resumed in other parts of Europe have seen discussions among passengers about social distancing.

“The other critical difference in the future is that both passengers and cabin crew on board the plane will wear masks.”
The video comes as the UK prepares to begin easing its blockade measures.
Under new guidelines announced on Sunday, Britons will be able to see a member of another household as long as they maintain social distancing.
They are also being encouraged to return to work if they cannot work remotely.
