Premier League clubs have voted against allowing teams to make five substitutions per game for the third time at a shareholders meeting on Thursday.
Several coaches have called for the top flight to embrace the change. Jurgen Klopp called it a “necessity” and Pep Guardiola called the current limit of three substitutes a “disaster”.
But the proposal has once again failed to reach the threshold of 14 up votes at a meeting of all 20 clubs. Instead, teams will be allowed to name nine players on the bench, up from seven before.
However, clubs have voted to introduce permanent substitutions for concussion, with a maximum of two per team in each game.
