A 57-year-old man was fatally shot after police responded to reports of two men arguing on Summers Street.
Police have cordoned off the street and forensic experts are on the scene.
The force says it has referred to the Independent Office of Police Conduct.
An IOPC spokesperson said: “The Independent Office of Police Conduct has begun an independent investigation following an incident involving Wiltshire Police officers on Summers Street, Swindon, shortly after 2 am on 8 November.
“At this early stage, a 57-year-old man is believed to have been fatally shot during the police response to reports of two men arguing in the street.
“He was pronounced dead in an ambulance at 2.56 am.
“Our thoughts and condolences go out to all those affected by this terrible incident.
IOPC investigators are on site and in post-incident procedures where key police witnesses will provide their initial reports. ”
A Wiltshire Police spokesman said: “We can confirm that following an incident on Summers Street, Swindon, shortly after 2 am this morning, it has been referred to the Independent Office of Police Conduct.
“It is about the death of a member of the public.
“The IOPC is investigating this incident independently, so it would be inappropriate for us to comment further on it.
“However, we would like to assure the public that there is no risk to the community at large and that there is likely to be an increased police presence in the area for a considerable time.”
The IOPC statement added: “It is mandatory for us to carry out an independent investigation when the police fatally shoot a member of the public. We have established protocols with the police to ensure that our investigations do not impede their ability to conduct investigations as part of your related research. ”
