The latest figures show that the rate per 100,000 is 106.4 and in just one week (from September 7 to 13) there were 530 positive cases.
Boris Johnson warned that tough action is required to stop a second wave of coronavirus.
Mayor Joe Anderson said he now expects new lockdown restrictions to be imposed on the city later this week and said he wouldn’t be surprised if the government took action for Liverpool, all of Merseyside and perhaps the entire Northwest region.
A government announcement is expected on Friday.
Merseyside was placed on a government watch list last Friday, but cases have continued to rise, especially in Liverpool, Knowsley, Wirral and St Helens.
The spikes in infection rates came when Boris Johnson admitted that there is not enough capacity in the system after demand “accelerated enormously” in recent weeks.
He told MPs in the Liaison Committee on Wednesday: “We don’t have enough testing capacity now because in an ideal world, I would absolutely like to test everyone who wants a test right away.”
