Many of the details of what can happen now depend on a series of reviews.

Four reviews

There are four reviews that have been commissioned which are located below the roadmap. They are designed to find answers that the government right now feels it cannot give.

Each has a ‘complete for now’ date, which means we know when to expect clarity, but not what the review will decide or whether it will lead to a rule change.

One review is looking at international travel. He will see if with the vaccination certificates and tests the border can be more open than it is now.

This must be completed by step three on May 17 in order to report in April. That means, in theory at least, that the borders could relax in time for the summer holidays.

However, there is no guarantee that the current rules, which prohibit anyone from traveling abroad for vacations, will be lifted after the review, which means that summer vacations abroad are not guaranteed.

A second review will look at social distancing measures. These include keeping a distance of two meters outside (or ‘one more meter’ indoors), wearing face masks, and being encouraged to work from home.

That review must be submitted before stage four, which is June 17. In other words, don’t expect to be told to go back to work in an office until the summer at the earliest.

A third review will look at the Covid vaccine certificates used nationwide. This is interesting as government ministers had previously downplayed that possibility.

The Prime Minister has confirmed that Michael Gove has been tasked with leading a review on the use of ‘vaccine passports’, which will examine the “deep and complex issues” surrounding the introduction of immunity certificates.

It is understood that the Government remains concerned about the implications of such measures and will weigh the moral and ethical implications of any such measure. It will be reported in step four, which is June 17.

The fourth review will look at the big events. He will try to find out when it is safe to do big events again. It will also report in step four, so on June 17.

Pilots for large outdoor events will be allowed from April.
