Today, the Merseyside Police Highway Surveillance Unit launched a witness appeal after confirming that the driver has been charged for the incident at around 11.10am on Monday.
Vytautas Kuzas, 61, without a fixed address, has been charged with careless driving and driving without being fit due to drinking and was placed in pretrial detention to appear in court today, Tuesday, November 10.
The collision caused damage to the bridge structure and the road was closed for repair work that disrupted traffic in the area.

Police are appealing to witnesses who may have seen the collision occur or who may have CCTV footage from the dash cam of the incident or its aftermath to get in touch.
