Boris Johnson has presented his plan to reduce the spread of COVID-19 this winter, with England entering a more difficult three-tier system.

Scotland, Northern Ireland and Wales have their own rules, but the four UK nations are working together to agree on a plan for Christmas, to be announced later this week.

Prime Minister Announces England’s Lockdown Levels

England will be placed back on a three-tier system when the national lockdown ends on December 2, with details on which areas will enter which tiers will be announced in the coming days.

The prime minister warned that “more regions will at least temporarily fall to higher levels than before” and the system will last until March.

These are the new rules:

All levels:

  • The levels will have a uniform set of rules, there will be no negotiations between different regions.
  • Everyone should work from home if they can
  • Shops and personal care services can be opened
  • Early childhood settings, schools, colleges and universities remain open
  • Registered childcare, other supervised childcare activities and babysitting bubbles allowed
  • Indoor leisure – gyms and swimming – can open
  • Elite sport, sport for under 18s and sport for the disabled can continue
  • Police will get new powers to close premises by breaking the rules

Tier 1:

  • Households can mix inside and out, but the rule of six applies
  • Bars, pubs and restaurants must be table service only, last orders at 10 pm, close at 11 pm
  • Entertainment can reopen
  • Avoid traveling to Level 3 areas
  • Overnight stays allowed with your home / bubble, or up to six people from different households
  • All accommodations can be reopened
  • Places of worship can reopen, but more than six people from different households cannot interact
  • Weddings, civil societies and funerals can have 15 guests
  • Funerals can have 30 guests
  • Exercise classes and organized sports for adults can take place outdoors, but the rule of six indoors
  • Elite sporting events, live performances, and large corporate events can take place with 50% capacity, or 4,000 people outdoors / 1,000 indoors (whichever is less) – social distancing applies

Level 2:

  • No indoor home mix apart from supporting bubbles – rule of six outdoors
  • Pubs and bars must close unless they operate as restaurants, and hospitality venues can only serve alcohol with large meals.
  • Last orders at 10 pm, close at 11 pm
  • Reduce the number of trips made and avoid traveling to Level 3 areas
  • Overnight stays allowed with your home or support bubble
  • Open accommodation
  • Places of worship are open, but people cannot interact with anyone outside of their home or bubble of support.
  • Weddings, civil societies and funerals can have 15 guests
  • Funerals can have 30 guests
  • Exercise classes and organized sports for adults can take place outdoors, but not indoors if there is some interaction between different households.
  • Elite sporting events, live performances and large business events can take place with 50% capacity, or 2,000 people outdoors / 1,000 indoors (whichever is less) – social distancing applies

Level 3:

  • Indoor homes or most outdoor venues don’t mix – rule of six in outdoor spaces like parks and sports fields
  • Enclosed hospitality venues, except for takeout, self-service, or delivery
  • Enclosed entertainment venues
  • Avoid traveling outside the area that is not necessary
  • Overnight stays outside the local area are not allowed, unless necessary for work, educational or similar reasons
  • Closed accommodation (with limited exceptions, such as for work reasons)
  • Places of worship are open but people cannot interact with anyone outside of their home or bubble of support
  • Weddings, civil associations and wakes can have 15 guests, but wedding receptions are not allowed.
  • Funerals can have 30 guests
  • Exercise classes and organized sports for adults can be held outdoors, but avoid higher-risk contact activity.
  • Group exercise and indoor sports should not be done, unless it involves bubble or house activities.
  • Elite sporting events, live performances, and large business events are prohibited, but drive-ins are allowed.
