Last week it was between 0.8 and 1, said Science and the Scientific Advisory Group for Emergencies (SAGE).
The higher range is believed to be due to regional variations in the number.
The latest growth rate range is between -5% and 0%, which means that the number of new infections is practically flat or decreases by as much as 5% every day.
In a breakdown of the different regions of England, it was observed that some areas had a rank below one, which means that the number of new infections is decreasing.
This included the East of England, with a range of 0.7 to 0.9, London, with a range of 0.6 to 0.9, and the South East, which had a range of 0.7 to 0.9.
For the rest of the English regions, the range was from 0.8 to 1.1.
