Armed police have surrounded a block of flats after shots were seen from a top-floor apartment.
Residents say a man with two weapons was shooting from a balcony this morning.
Terrified pedestrians and shoppers rushed to the Dockside Outlet Center in Chatham Maritime when panic broke out.
A police helicopter has also been seen surrounding the area, while the police urge people to stay away.
Since then, Kent police have confirmed that a man in his 30s was arrested on suspicion of firearm crime.
A woman, whose mother works at the mall, wrote earlier: “I just received a phone call from my mother who works at The Range, AVOID DOCKSIDE.

In a later comment, he added: “The police have now arrived with their riot gear. Mom said there is definitely no social distancing at The Range.”
Another man wrote online: “For anyone who lives near Chatham Pier or heads there for shopping. AVOID at all costs. A man randomly shoots people from the floors to the parking lots at the mall. Please , don’t go there and stay safe! ”
Kent police confirmed that they remain on the scene and that road closures are in effect.
A spokesman said: “Kent police were called at 8.35 a.m. Wednesday April 22, 2020 due to a disturbance in a flat on Dock Head Road, Chatham.
“Members of the public reported seeing a man on the balcony with weapons and patrols, including armed officers, attended the scene.
“The police helicopter was also deployed and a 30-year-old man has now been arrested on suspicion of firearm offenses. Patrols remain at the scene where officers have located four suspects of imitating firearms as part of their research”.
A video shared on Twitter appears to show a person shooting a gun from the top floor of a building.
A neighbor who lives near the mall said Kent Online: “There were a lot of hits just over an hour ago, I just assumed they were construction workers.
“There were armed police officers outside The Range who saluted everyone, moved toward the noise.
“Someone on the road screamed that someone had a gun.”
