The prime minister will address the nation today to further establish England’s new and tougher three-tier coronavirus system.

Boris Johnson is expected to hold the 10th press conference tonight, however a time has not yet been confirmed but is expected to take place at 5pm.

It will be the first announcement he has made in person instead of a video call in two weeks, after he was forced to isolate himself after coming into contact with a MP who later tested positive for Covid-19.

The press conference will be held after the secretary of health announces which level each local authority will be assigned to in the Commons at 11:30 a.m.

England’s new tier system will go into effect after the nation’s one-month lockdown ends on December 2 and will be relaxed for a five-day period over Christmas.

The levels will go into effect at 12:01 a.m. on Wednesday and will remain in effect until March, with a partial lifting of the rules between December 23 and 27.

The ministers will review the measures every two weeks and if by December 16 there are areas that are successfully reducing transmission rates, they could drop a level before Christmas.

Reports suggest London and Liverpool should avoid the stricter tier three measures and will be placed at tier two alongside most of the country.

Only a small number of rural areas are believed to get away with the softer top-tier measures, with reports suggesting that they will include parts of eastern England and remote areas in Cornwall and Cumbria.

The chancellor confirmed this morning that the prime minister will hold a press conference later today as he defended the new tiered system amid criticism that the rules are largely similar to those of the current lockdown.

Rishi Sunak told BBC Breakfast: ‘I know people are frustrated, of course it’s frustrating living under restrictions …

‘The prime minister will give a press conference later, the health secretary will also make a statement in Parliament later.

‘We have a cabinet meeting later this morning to go over these things and finalize them.

“But people will see a tangible change, wherever they are, compared to the last four weeks.”

Ministers have warned the nation that they may be disappointed in the tier system, particularly those under the stricter tier three measures.
