England to enter ‘reinforced three-tier system’ from December, Downing Street announces

England will enter a “reinforced three-tier system” from December, Downing Street has said.

In some areas, the tiers will be strengthened to safeguard the gains made during the national shutdown.

England’s four-week period of strict coronavirus restrictions will end on December 2.

The Prime Minister and other government ministers have previously said that the country would once again be under the system of tiered regulations.

Boris Johnson is expected to detail his plan for the winter, including information on how families can see their loved ones at Christmas, to MPs on Monday.

The “Covid winter plan” is expected to place more areas at the highest levels to keep the virus in check and ensure no further restrictions are needed, No 10 said.

The prime minister will accept that the measures are difficult but will make it clear that they will not last longer than absolutely necessary and will take into account the need to support the economy.

A spokeswoman for number 10 said: “Everyone’s efforts during the current national restrictions have helped control the virus, slow its spread and ease pressures on the NHS.”

“But it is clear to the prime minister and his scientific advisers that the virus is still around and, without regional restrictions, it could quickly spiral out of control again before vaccines and mass testing have taken effect.

“That would jeopardize the progress the country has made and once again risk intolerable pressure on the NHS.”

The Cabinet is expected to discuss and approve the plan on Sunday (November 22) before Johnson announces it to Parliament the next day (Monday 23) when all the details are expected.

The plan will set out how people will be able to spend Christmas, but ministers have made it clear that the holiday season will be different than normal, and some restrictions are expected to remain in place.

Ministers will set which tier each area will be placed at on Thursday, and MPs will receive the promised vote to approve the tier system before it goes into effect.

It comes as reports on Saturday suggest that people in the UK could spend up to a week socializing with family and friends over Christmas.

Multiple families could be allowed to join a bubble and mingle between December 22-28. The Daily Telegraph has reported.

This comes after Health Secretary Matt Hancock said at a Downing Street briefing that it was still too early to say what contact people may have during the holiday period.
