The wake-up call came when Boris Johnson held talks with the president of the European Commission, Ursula von der Leyen.
They agreed that the commercial teams “will redouble their efforts” to reach an agreement and talks will restart tomorrow, No. 10 said.
A government source said: “Unfortunately, we have not achieved as much as we hoped. We need more realism from the EU. “
In recent weeks, progress has been made in law enforcement, transportation and social security.
But UK sources feel the EU position on fisheries is unreasonable and Brussels is trying to impose “back door” rules on state aid.
One insider said: “It is clear that the process could allow an agreement, but it is a pity that this has to be done so quickly due to the delay of the EU until recently.
“A deal is not secure unless we see a change in focus.”
Downing Street said “significant differences” remain despite the intensification of talks between British negotiator Lord Frost and his EU counterpart Michel Barnier.
The two parties are now working on the legal text.
The EU has set a November 16 deadline to find an agreement that allows time for ratification before the end of the year.
It is understood that Britain will work with “energy and ambition” to see if the negotiations can be closed.
The UK source added: “They cannot expect us to agree to a treaty whereby we cannot deviate from EU rules in important areas.
“And they don’t seem to have realized the magnitude of the change in fishing rights if there is no agreement.”
