Welsh residents will not be allowed to meet outdoors with more than three people from outside their home or bubble after the firewall is complete.
The new set of national rules will go into effect on November 9, and there will still be quite substantial restrictions on people’s freedoms.
Despite the lower risks of the virus outdoors, the Welsh government will not allow more than four people from different households to gather outdoors once the firewall is complete.
“We are seeing a consistent pattern of four people,” said Health Minister Vaughan Gething. “So four people indoors can go to a restaurant or pub. Outdoors, people have to do that. [groups of] no more than four too. For some people it will adjust to the pattern of their lives and for others it will be more difficult. “
It is necessary to respect social distancing and other measures, such as hand hygiene.
Meeting “outside” does not include people’s gardens, leading some to wonder why they might meet four people from different households in a pub but not in a garden.
Speaking at the Welsh Government daily briefing on Wednesday, Welsh Language, Welfare and Mental Health Minister Eluned Morgan said: ‘What we wanted to do was make sure that we allowed people the opportunity to meet in a controlled environment. We know that pub owners have a long history of being able to control their own environments. What we don’t know is how that will happen in people’s homes, so we want to give people a chance to get to know each other … in a controlled environment. “.

People will be able to gather indoors and outdoors for “organized events” in greater numbers (15 indoors and 30 outdoors), but this does not apply to impromptu gatherings.
In an interview with WalesOnline, Mr Gething said: “We are looking at an organized event where there is an organized body that takes responsibility for the event. So in the summer it was things like outdoor gyms where the people organizing the event were responsible.
“Of many ways [it applies to] things like organized sports too. If you are taking your child to junior soccer or junior rugby, that is an organized event.
“The challenge comes when people have more impromptu events, be it a party or a barbecue. That’s when we get to things that are not really within the definition of an organized event.”
