Xi Liu claims that the Chinese people who complied with the closure restrictions helped the country overcome the health crisis. He spent 141 days in self-isolation in Wuhan, where the virus first appeared.
Before his trip to China in January, Xi had been living in London for the past seven years.
His wife, who stayed in the UK during his absence, was not able to see him again until last July.
Xi told the Palestinian Authority news agency how he noticed a difference between China and the UK when it comes to the attitude of their respective citizens towards the restrictions.
He said: “In China, if there is a rule, we follow it.
“If we see someone who is not following the rules, we do not need to punish them, we must make sure they are aware of their violations of the rules.
“Most of the Chinese people, particularly the younger generation, have had more than 15 years of compulsory education.
“So most of the younger generation believe in science.
“They just follow what the scientists say.”

He confessed that he also did not follow some restrictions during the confinement.
Xi also warned there will be back-to-back closures next winter and next winter if people continue to counter the wearing of masks and the prospect of getting vaccinated.
However, he said he understood those who believe that the blocking measures affect their freedom.
He said: “But freedom is only a relative word to me.
“We ask for freedom, but our freedom does not get in the way of the freedom of others.
“If we do that, we are stealing two months of freedom, going out to the bar with friends.
“If there is no one left, there are no human rights.”
His claims come after more than 18 million people traveled to Wuhan for China’s Golden Week in early October.
Despite the increase in population, the city has not reported another major wave of coronavirus infection.
