Four parliamentary questions were put to the parliament about the incident raised by MP Murat Sarısaç of HDP Van.
Like Sarısaç, HDP Van deputy Tayyip Temel said Osman Şiban was “taken to the emergency room after falling from a helicopter” in the hospital’s epicrisis report, and asked the interior minister, Süleyman Soylu, the veracity of these accusations and when they would make a statement about those responsible.
The HDP Group vice-presidents, Meral Danış Beştaş and Saruhan Oluç, demanded the establishment of a Parliamentary Inquiry Commission on the complaints regarding the situation of Osman Şiban and Servet Turgut on the grounds that “the torture and ill-treatment ended and they prevented policies of impunity. “

Yeneroğlu defined these traces as “a strong suspicion that citizens were beaten and tortured.”
Yeneroğlu asked why they got into Turgut and Şiban the helicopter, if there was an investigation and arrest warrant against them, who took them to the hospital, why did the people who took them use the helicopter crash statement, if This statement was true and if an investigation was opened against those responsible.
What do the Şiban and Turgut families say?
Turkish BBCSpeaking with Hamit Şiban, he said that his brother Osman Şiban was released yesterday from the hospital and that they plan to take him home to Mersin today. Şiban said the soldiers took his brother out of the house where he was staying in Van around 6am and that he is still under observation at the military hospital. Şiban does not know if his brother was detained or not.
Hamit Şiban, who claimed that his brother was detained by the soldiers along with Servet Turgut and that he was also in the village when they put him in a helicopter, said: “ They did not tell us why they were detained or where to take them, we knew that they were in the hospital two days later. ”
Servet Turgut, whose condition is considered more serious, is in intensive care at the hospital.
Servet Turgut’s older brother, Naif Turgut, said: “There is no bone left in my brother’s body. The doctors did not speak hopefully, but we still hope that God has no hope, we pray that Allah forgives his children. ”
Naif Turgut explained that his family emigrated to Mersin after their village was burned in 1988 and that his brother Servet Turgut came to the village in the summer months and made a living by cutting grass and feeding animals:
“Due to the crown, there is no work left in the city, it is difficult to earn a living. My brother also came early and cut and sold grass in town during the summer. Interestingly, he had gone from cutting grass in the sun all summer to skin and bones. There was an operation in the area. When my brother Servetus was filling the sacks with the grass that he had cut 700 meters from the village, the soldiers arrived. Osman was also at home. The soldiers took them both by helicopter and took them away. We found out they were in the hospital two days later. ”
Naif Turgut alleged that he had met Osman Şiban twice while in hospital, and both times Osman told him that they were thrown from a helicopter:
“His condition wasn’t very good either, he had a brain hemorrhage. When he regained consciousness in the hospital, I visited him twice. I was afraid and I was crying. He said the two were crying, their eyes and hands were tied and they were being thrown from a height of 15-20 meters. ”
Naif Turgut also said that a witness contacted him by phone, adding that the witness had seen two people thrown from the helicopter:
“Four days after the incident, I received a call from a secret number, it was a man. He said he saw two people thrown from the helicopter. The person on the phone said that his conscience does not accept this incident. When the weather began to get dark after the evening prayer, he saw that two people had been thrown from the helicopter. When I asked him who he was, where he called from, how he got to my phone, he did not answer, he just said ‘I called because my conscience does not accept this incident’.
Van Governorate: Servet Turgut fell from rocky area, Osman Şiban showed resistance
Van Governorate issued a written press release on the incident on Tuesday. In the statement, it was said that the two villagers were assessed “to aid and incite members of the separatist terrorist organization in the region.”
The statement also included the following statements:
“It was observed that the person named ST, who was observing the place where the terrorist in question was neutralized and exhibiting suspicious behavior, fell and was injured in the rocky area while trying to escape for not obeying the ‘stop’ warning, the person she was captured and duly detained, despite her resistance.
“The person named O.Ş., who considered himself an accomplice of the members of the separatist terrorist organization in the region, was duly detained despite showing resistance in the same region.
Lawyer Koçak: There was no resistance as the governor said
Lawyer Hamit Koçak, who claimed that a restriction was placed on the investigation file against the two villagers, said “It is not true” for the expression “resistance” in the statement from the Government. “The villagers are watching until the helicopter disappears. That is, there was no resistance as the governorate said,” Koçak said.
Hamit Koçak said in the hospital’s epicrisis report that Şiban was recorded as being thrown from the helicopter and Turgut fell from a height; He said that this information was written in the statements of the teams that took the injured to the hospital.
“They are bringing 112 ambulances, but they are also looking for military personnel. The issue of the helicopter goes through these statements in the hospital registry.” Koçak also added that they learned that Osman Şiban and Servet Turgut were taken out of the village and safely put into the helicopter.
Lawyer Koçak, noting that the soldiers arrived in the village twice on the day of the incident, described the events as follows, based on the statements of the villagers:
“The soldiers arrive around six in the morning. They gathered the peasants in the square and beat two people, saying: ‘We have pain, we will take our anger out of you, we will burn down your village. At that time, Servetus was filling bags with straw 700 meters from the village and Osman was at home. Servetus was with them when the soldiers arrived around 5 in the afternoon. ‘Who is Osman?’ they asked and gathered people in the square. Both are identified and then taken to the helicopter. In other words, they left the helicopter intact. On the 13th, their relatives were informed that they were both in the hospital with a phone call from the police. ”
Koçak stated that there are two separate investigation files, investigation and whistleblower, that both files are examined by different prosecutors and do not have precise information on what the indictment is due to the restriction decision, and said: “ According to our estimates, it has been opened an investigation on the charges of complicity. ”
Stating that although there is no official custody order for Şiban, who was released from the hospital, he was detained at his home this morning, lawyer Hamit Koçak said:
“Dozens of law enforcement officers raided the house and quickly took her to the Military Hospital. There is no equivalent in the Turkish Penal Code or CMUK for what was applied to Osman this morning. The legal arrest warrant must be issued, but here there is no arrest or observation warrant, there is a completely illegal and arbitrary practice. ”
