WALL – The mayor of the Izmir Metropolitan Municipality, Tunç Soyer, claimed that sea sand was used in the construction of the buildings destroyed by the earthquake and that he had determined the weaknesses of the iron reinforcement areas. Izmir Metropolitan Mayor Tunç Soyer shared his findings about all the destroyed buildings on the live broadcast he attended on HaberTürk. Soyer said that deformations such as the cutting of columns were detected in the ground floors of the buildings, all of them licensed between the years 92 and 99, which were converted into a business center.
Stating that the demolished buildings were built before the building license regulation issued in 99, Soyer said: “In the first observations, we have data that shows that sea sand was used. ‘NEW REGULATORY CONDITION’
In saying that “there is definitely a need for new regulation and legal regulation regarding buildings that have been licensed in 99”, Soyer used the following statements:
“We do not have the authority to determine if there is a building deformation or not on buildings that have been licensed before the year 99. There is no such authority. However, this must happen.
Therefore, after our first job is finished, I will make a ground floor determination for all buildings that were licensed prior to 99. As a result of these determinations, we will make a legal regulation request to make a demolition decision for buildings that are in a state of demolition, uninhabitable and threatening.
We will do that. We will make these determinations for buildings throughout Izmir. I am sure that these structural deformations occur in many buildings. Unfortunately, this is also present in destroyed buildings. That is why we must take precautions here. “
‘WE TAKE A LESSON’
Saying, “We are drawing an important lesson from one perspective,” Soyer explained it as follows:
“Until now, we have never thought of areas with buildings licensed for urban transformation. We thought urban transformation was necessary in areas where unlicensed buildings were always located.
Whereas, in places where there are buildings and zoning plans licensed for damage caused by the earthquake we are experiencing. So we have to break our routine. In other words, we need an innovation and a new perspective in the development plans of licensed areas.
Ultimately, we will begin to work on this urban transformation with a new perspective. The second is that we will immediately scan all the buildings that were licensed before 99, and the ground floors that were inhabited became businesses. “
‘IF NECESSARY, I WILL MOVE TO ASSEMBLY’
Soyer continued: “We do not have the authority to conduct such an audit when we do not receive a notice of building deformation,” Soyer said. If necessary, I will bring the legal arrangement to Parliament to obtain the authority for the demolition. I will definitely do this. You don’t experience this anxiety, this anxiety. This earthquake is just a warning. Mayor Soyer recalled that the people of İzmir showed exemplary solidarity during the period of the pandemic and purchased 44 thousand food packages from People’s Bakkalı and that the Metropolitan Municipality delivered these packages to their owners and said: “Now we are starting a campaign again. . We saw the support of the great volunteer people of Izmir during the pandemic period, and I am sure we will see it again with the earthquake. Explained the urgent needs
Tunç Soyer announced the urgent needs related to the earthquake in another statement he made today. Soyer said:
“The needs for a mobile toilet, shower, washer and dryer, field hospital bed, tent mat, outdoor heater, battery-operated lighting, camping chair and table continue. To date, 2 thousand 588 tents, 25 thousand 990 blankets, 369 thousand 642 have been installed. As of yesterday we began the work of psychologists and sociologists with the ministry to support both children and adults. There are 994 injured, 220 charities in treatment, 774 injured discharged, 4 seriously injured, 1,172 buildings evacuated, 106 rescued from rubble, 91 dead, 4,424 determination studies were carried out. 397 buildings with little damage, 66 with medium damage, 42 with serious damage, 7 collapsed buildings and 7 buildings that need urgent demolition were identified. “(NEWS CENTER)
