The conflict over the issue and the application of the laws with the presidential system of government arose with the letter from the CHP Ankara deputy, Bülent Kuşoğlu, to the president of the Grand National Assembly of Turkey, Mustafa Şentop.

Bülent Kuşoğlu recalled that in the presidential decree published in 2018, the SSI was tasked with submitting reports to the Presidency and the Grand National Assembly of Turkey regarding its financial goals. Kuşoğlu asked the TGNA to give instructions for the implementation of the decree.
