The conflict over the issue and the application of the laws with the presidential system of government arose with the letter from the CHP Ankara deputy, Bülent Kuşoğlu, to the president of the Grand National Assembly of Turkey, Mustafa Şentop.
Bülent Kuşoğlu recalled that in the presidential decree published in 2018, the SSI was tasked with submitting reports to the Presidency and the Grand National Assembly of Turkey regarding its financial goals. Kuşoğlu asked the TGNA to give instructions for the implementation of the decree.
Responding to the letter, Mustafa Şentop, by decree “It is not a legislative provision put into effect with the will of the TGNA. The TGNA or the TGNA Presidency does not have the duty to ensure the implementation of the regulation in question ” He said.

Evaluating Şentop’s response, CHP’s Kuşoğlu stated that the authorization of both the TGNA and the president to make laws caused legal confusion and said: This shows the deplorable state of our legislation.
