Russian President Putin said that more than 2,000 people lost their lives in the conflict between Azerbaijan and Armenia.
Putin, who attended a meeting held in a virtual environment of a group of experts, announced that he was in constant contact with Aliyev and Pashinyan. Putin used the expression “I talk to them several times a day.”
Referring to the meeting between the foreign ministers of the two countries in Washington on Friday, Putin said: “Hopefully, our American partners will act in harmony with us to reach a compromise.”
PUTIN’S EXPLANATION BY ALİYEV
Azerbaijani President Ilham Aliyev made evaluations to the Japanese media about the conflicts in Armenia and Nagorno-Karabakh. “Putin invited you to Moscow?” Answering “No” to his question, Aliyev said:
* Putin has invited me many times and I have visited Moscow many times. I even visited it several times in a few years. For this reason, it is common for these high-level contacts to take place between the partner and neighboring countries. President Putin also visited Azerbaijan several times.
* Unfortunately, the probability of a peaceful solution to the problem with this Armenia is very low. Because the highly provocative statements and actions of the Armenian leaders made the talks meaningless. Because the main topic of the negotiating table has always been the evacuation of the occupied territories of Azerbaijan in accordance with the resolutions of the UN Security Council.
* When the Prime Minister of Armenia said “Karabakh is Armenia”, when he said that Azerbaijan should negotiate with the so-called “Nagorno-Karabakh government”, when he ordered a ballistic missile attack on the city of Ganja and attacked other Azerbaijani cities to daily, the opportunity to trade was very low.
* We punish them on the spot, we liberate our lands, almost every day I declare new cities and towns liberated from the occupation of Armenia. Armenia faces a very painful defeat on the battlefield.
* Therefore, of course, they must act more rationally and it is clear that the lands will be saved from occupation. We wanted to achieve this through peace talks. However, this was not possible due to Armenia’s unconstructive position and provocative steps. That is why we liberated our war zones from occupation.
* At the same time, I said that we move forward with the former Armenian governments through the Minsk Group. Although not very good, progress has been made. But if a group of countries does not achieve results in 30 years, it shows it all. The co-chairs of the Minsk Group are also permanent members of the UN Security Council.
* With the participation of these countries and the votes of these countries, the UN Security Council adopted four resolutions demanding the total and unconditional withdrawal of Armenian troops from Azerbaijani territories. The question is why these decisions were not followed. Because the co-chairs and permanent members of the Minsk Group are the same countries. So this is an open question. I would like to say that Turkey’s active participation in regional affairs, we support it all the time. In fact, this participation is very open.
“TURKEY MUST BE INCLUDED IN ACTIVE”
* Turkey is no longer alone in our region, the Caucasus, the region in general and plays an important role in the world. This is the truth, and it is a very beautiful reality for us. Because Turkey is a sister country to us, our closest ally and our friend. Of course, Turkey is already a member and actively participates in the work of the Minsk Group legally.
* I said in my interview that even a co-president of Turkey is possible. Today we elect co-chairs, Azerbaijan will certainly support Turkey’s candidacy and I am sure Turkey will insist on being co-chair. Unfortunately, this did not happen in 1992. So this is the legal side. In practical terms, as you know, the Presidents of Turkey and Russia, the Ministers of Foreign Affairs and the Ministers of Defense discussed this issue, spoke and debated.
* Therefore, like Armenia, Turkey should not be there if someone, if they say that this is not the doing of Armenia, Turkey is already there and it should be included because it will bring stability. Furthermore, the only country that shares borders with three Caucasus countries believed to be Turkey. No other country borders all three.
