The 5-day sanction for screen blackout granted to Halk TV by the Supreme Council of Radio and Television (RTÜK) was notified. The public television screen will turn off at 00:00 at midnight connecting Sunday, September 27 to Monday, September 28, and will be on the air again at 00:00 at midnight connecting Friday, October 2 to Saturday, September 3. When announcing the decision on his Twitter account, Halk TV shared the following message:

* The day of the mesh has arrived. People’s television screen turns black for 5 days. Unfortunately, our attempts in court against the 5-day broadcast suspension granted to Halk TV by the Supreme Council of Radio and Television were unsuccessful at this stage.

* Our request for a stay of execution, including the judicial process, was not accepted. The decision has been communicated to us. Therefore, the public TV screen will go dark at 00:00 at night connecting Sunday, September 27 with Monday, September 28.

* We will be back online at 00:00 at night connecting on Friday, October 2 and Saturday, October 3. The screen lock decision is implemented before the completion of the legal processes due to the founding law of RTÜK and established practices. Despite this, we have to darken the screen in accordance with the Constitution and laws.

* At this stage, no substantive decision has been made. In other words, when the dossier on the merits is concluded, there is a possibility that the competent court will consider RTÜK to be unfair. If the court finds that RTÜK is unfair in its decision on the merits and cancels the 5-day blackout penalty, an irreparable result will result.

* Also, while this case is ongoing, if RTÜK imposes one more penalty on the same item, Halk TV will be closed completely. We bring legal strangeness here to the attention of legislators and lawyers. Although we know that the subject is not legal, we explain all this since we consider it a duty to inform our audience.

* Let’s get to the heart of the matter: RTÜK based its 5-day blackout sanction on some statements by Ayşenur Arslan on the Media Mahallesi show on June 16, 2020.

* In that program, Ayşenur Arslan criticized the government’s foreign policy preferences, some sentences that were taken out of context were evaluated as criminal elements and he was accused of “offending and underestimating the members of the Turkish Armed Forces”. The punishment was imposed on an article that could only be the subject of humor in Halk TV terms, as we have used it before.

Former CHP MP and journalist Barış Yarkadaş, who reacted to the notification of Halk TV’s 5-day blackout penalty with its publication on his Twitter account, used the following statements:

TELE 1 SCREEN IS DARK

The Supreme Council of Radio and Television (RTÜK), in its July meeting, sanctioned TELE 1 by majority vote for 5 days of blackout. The penalty for TELE 1 was imposed for criticism of the Directorate of Religious Affairs.

RTÜK’s appeal of the court’s decision to stay the execution was accepted by the higher court and decided to suspend the transmission of TELE 1’s screens for 5 days. No documentary or music was even broadcast on TELE 1 screens for 5 days.

The ban, which began at 00:00 hours on Thursday, September 3, ended at 00:00 hours on Tuesday, September 8. RTÜK will cancel the channel’s license if TELE1 is sanctioned once more.
