After reducing plastic consumption by up to 80 percent with paid bags, the Parliament accepted the regulation the night before that aims to save 20 billion lira on beverage packaging.
The Turkish Environment Agency will be established by law, according to its zero waste goal, to be reimbursed after consumption of the products put on the market and will work out a deposit fee system based on the refund of the deposit amount .
The agency will establish or establish a deposit management system. The agency will not be subject to the provisions of the Public Procurement Law, with the exception of the provisions of ‘prohibition of sanctions and tenders’. The procedures and principles of the bids to be carried out for the establishment, operation and activities of the deposit management system will be determined by the President. The initial year of the system will be delayed one year due to the epidemic.
“We will save 20 billion”
The Chairman of the Parliamentary Committee for the Environment, Muhammet Balta, said: “With the application of plastic bags, consumption has decreased by 80 percent. 1.5 billion lire was saved. With the Environment Agency, we will recycle 90 percent of the beverage containers, which is around 20 billion lira, and increase the recycling rate from 13 to 35 percent. In other words, we will save 20 billion of the money we throw away ”.
Almost 10 billion TL of rent
The member of the CHP Environment Commission, Izmir MP Murat Bakan told Hürriyet: “In successful countries, the system works in a closed loop and not for profit. “We see the calculation being done on how to distribute the income of almost TL 10 billion annually to someone.”
Era of the paper bags in the market
Speaking to Hürriyet, the Chairman of the Environment Commission, Muhammet Balta, said: “There was a big increase in the use of free disposable bags in the markets after the application of paid bags. To avoid this, the obligation to use paper bags is imposed with a new regulatory modification ”.
Internet money bag
The law also imposes a bag fee for purchases over the Internet and in the markets. Accordingly, a warning will be made that the bag is paid on Internet purchases. Those who want will be charged a 25 cent bag fee, just like in the markets. A fine of 3,000 to 30,000 lire will be imposed on companies that act against it.
Scooters under the age of 15 are prohibited
The Directorate General of Roads will build acoustic barriers on the side of bicycle roads. Special provincial administrations and municipalities are also tasked with building pedestrian paths, highways, lanes, parks, and charging stations for bicycles and electric scooters. Those over 15 years old can use electric bicycles and electric scooters. Municipalities will charge an occupancy rate of 16 kurus per day for an e-scooter.
