The Minister for the Environment and Urban Planning, Murat Kurum, made a statement at the Rıza Bey apartment, which was destroyed by the earthquake in Izmir. Noting that 52 hours have passed since the earthquake, the Institution said that the works had stopped for a time because the department next to the Riza Bey department was tilted sideways:
* The safety of the lives of our friends, who are involved in search and rescue activities during debris search and rescue activities, is important as there are heavily damaged buildings next door and we are tracking them with laser scanners.
* Therefore, any risk of movement or collapse there is very important in terms of the risk to the lives of our friends who carry out search and rescue activities in the wreckage.
* Damage assessment studies were carried out for two apartments next to the Rıza Bey apartment. Both buildings are badly damaged. In other words, they have the status of buildings at risk of collapse.
* Therefore, while conducting search and rescue operations, we constantly monitor these buildings with the laser scanner that we install here.
“NO RISK BUILDING APPLICATION”
The Ministerial Institution gave the following response to the claim that a construction hazard report was delivered before the earthquake at the Doğanlar and Rıza Bey apartments:
* Currently, our goal is to save our citizens under the rubble. The higher the unit, the faster the motivation for our work.
* There are no risk building apps at Doğanlar and Rıza Bey Apartments. If there was a hazard construction application, there would be a hazard construction notation on the property title. At the moment, there is no risk construction annotation on the property deed. Therefore, such a determination was made and no such request was made to our ministry or provincial leadership.
* It is said to be an application, but it does not exist. Our ministry has the authority to detect buildings at risk in this regard. Our citizens will make all the necessary investigations in case they request the provincial environmental and urban planning directorates for their buildings, which they consider risky, and they will do the procedure together with our citizens.
* Call for ‘Urban transformation throughout Turkey’. We say ‘transformation with the consent of our citizens’. We will be in all the projects that our Izmir needs at this time. As a Ministry, we will provide all kinds of support.
* Risk construction app is not mentioned regarding Doğanlar and Rıza Bey. If there was, we would have been involved and we would have put a notation in writing after the request. We would immediately evacuate and demolish the building, which we considered risky.
* Today is not the time to talk, discuss these. Our citizens await their offspring under the rubble. My colleague has a son here. These are the issues we need to focus on.
* Let’s protect our unity and solidarity until the end. This business has no politics. There can be no case or controversy in this business. We will do our work from a single source and in harmony. There is no shortage in any of our fields. We immediately remove the missing ones.

“OUR HEAVY, URGENT AND DEMOLISHED NUMBER REACHED 41”
Stating that 62 people lost their lives, the Authority continued its words as follows:
* 940 citizens were injured and damaged by the earthquake. Your treatments are done quickly. There were 902 aftershocks. These aftershocks have a magnitude of 4 or more. These aftershocks will continue to be due to the nature of the earthquake.
* I would like to warn our citizens once again not to enter damaged buildings. We will complete the damage assessment studies quickly and complete this process. We rescued 104 injured citizens from the rubble. We have completed our work on 9 of the 17 buildings where we conduct exploration activities.
* Our work continues in 6 locations and 8 buildings. Our goal is to determine damage to priority areas within the first 2-3 days. Currently, 910 people are conducting damage assessment studies.
* In the damage assessment studies, to date damage assessment studies have been carried out in 28,100 independent sections in 2,234 buildings. Our heavy, urgent and ruined number has reached 41 and consists of 1,141 independent sections.
* We have 35 buildings with moderate damage and 660 independent buildings. We carry out our construction work simultaneously in search and rescue and debris removal work.
* Field studies are being carried out rapidly in all areas, project design studies for new buildings, studies on projects to be carried out in the reserve area. I hope we start construction work here in a month.
EARTHQUAKE ASSISTANCE
Noting that they began to pay aid to citizens as of today, the Authority said:
* We open our public banks both in the center of Izmir and in Seferihisar. We started sending it to our citizens in cash. I said we’d give rent and move-in assistance. We met with the leaders of our 24 neighborhoods in Bayraklı.
* We are installing disaster coordination tents in 24 neighborhoods, and in this coordination, the residents of our neighborhood will meet their needs through our mukhtars.
* Our governorate is working to ensure this coordination in the 30 districts. As of today, our governor paid 10 thousand TL of aid for the citizens who lost their lives.
* 30 thousand lire of furniture aid will be awarded to our citizens who cannot buy their belongings for demolished or demolished buildings. It doesn’t matter if you are a landlord or a tenant.
* During the relocation and construction process of our buildings, we will provide 13,000 lira of relocation and rental assistance to landlords and 5,000 lira for our citizen tenants.
* 200 traders were damaged by the tsunami in Seferihisar. We also did our damage assessment work here. About 15 million of our merchants are damaged.
* Starting today, our government will initiate payments through the foundation with the support of our Ministry of the Family. Our government will be in charge of coordinating proportionally according to the situation of the damages.
* Our goal is to quickly save our citizens under the rubble. This is our only priority. In this context, we continue our work. (İHA)
