In this context, it was recalled that with the circulars previously sent to the provinces, it was made mandatory to issue tickets after obtaining the code in the Hayat Eve Sığar (HES) application in interurban public transport vehicles (plane, train, bus , etc.).

However, in practice, it is clear from the complaints that some companies engaged in interurban passenger transport did not comply with this standard from time to time, so it was necessary to take the following measures. The measures taken in the circular are listed below:
The HES code will be requested from customers during all types of ticket issuance transactions (via internet-telephone or face-to-face) by companies that carry out interurban passenger transport (bus, midibus, minibus, etc.) and tickets they will not be sold without the HES code.
The HES code of the passengers will also be reviewed during the acceptance of passengers to the vehicles with interurban passenger transport, and if it is understood that there is no harm in boarding the vehicle, the passengers will be able to get into the vehicles.

By checking the HES code during ticket sales and when getting into the vehicle; Relevant company officials will make the necessary notification to law enforcement units and health institutions for people who are diagnosed with Covid-19 or who are in contact.
TIME PENALTY FOR 10 DAYS
The problems of not selling tickets without the HEPP code by law enforcement units, especially traffic units, and not taking passengers to vehicles with intercity passenger transport will be effectively controlled.
As a result of the inspections, the district governors / governors will apply the necessary administrative fines to companies that sell tickets to passengers who do not have an HES code, and vehicles that accept passengers without an HES code will not be able to travel for 10 days.
As a result of the inspections, people diagnosed with Covid-19 or who have a contact, but who travel by interurban public transport without an HES code, will be subject to mandatory isolation in dormitories or hostels determined by the governments.
The necessary decisions by the Governor / District Governors within the framework of the aforementioned principles will be taken urgently in accordance with articles 27 and 72 of the General Health Law. No interruption in practice will be allowed and no complaints will be caused.
Those who fail to comply with the decisions taken will be subject to administrative action in accordance with the pertinent articles of the General Hygiene Law. The necessary judicial procedures will be initiated in the area of article 195 of the Turkish Penal Code in relation to criminal acts.
