In the circular on “Isolation in Dormitories and Shelters” sent to the governor of the 81st province by the Ministry, it was emphasized that it is important to comply with the measures taken and the regulations determined to effectively continue the fight against the coronavirus epidemic during the period of controlled social life.
In said circular it was recalled that with the circulars previously sent to the governorates, an effective monitoring and control system was established for people who were in contact with people who had their isolation processes in their homes (except for cases with severe illness), which had symptoms of the disease or were diagnosed in this direction.
On the other hand, it was pointed out that in the isolation of people with or with a diagnosis of Kovid-19 in places such as reception areas for seasonal agricultural workers and construction sites, these places have a temporary nature and there is no possibility of providing isolation conditions .
It was indicated that despite the orientations and inspections carried out through the Provincial and District Centers for Outbreak Control, some people who were given a decision of isolation left their residences acting against precautions, putting public health at risk. and causing the transmission of the disease to other people.

In this context, according to the circular, in accordance with the measures taken under the provision of “sick or presumed sick” of article 72 of the General Hygiene Law No. 1593, the isolation of people who violate the conditions of isolation or that they remain in temporary places that do not have the opportunity to provide isolation conditions. Governors will determine locations such as dormitories and shelters to approve / complete their processes.
The dormitories or shelters that the pertinent ministries assign to the governorates will function in accordance with the distribution of tasks. Consequently, the management of dormitories or shelters will be in charge of the current administrators under the general coordination of a local governor who will be appointed by the governor.
Staff will be assigned to these dormitories or shelters by the governors, if necessary, of other public institutions and organizations.
AFAD will attend to all kinds of cleaning services and other logistical needs of dormitories or hostels.

The nutritional needs of those who decide to isolate themselves in dormitories or shelters and the assigned personnel will be taken care of by the Turkish Red Crescent under the coordination of AFAD.
The governorates will assign enough health personnel to observe the health status of people who decide to be isolated in dormitories or shelters, to coordinate their referral to health institutions when medically necessary, and to ensure that the assigned personnel work in accordance with the measures determined in the fight against the epidemic. Visitors to dormitories or shelters will not be accepted.
Dormitory and hostel security will be maintained 24 hours a day under the supervision of the local authority, and sufficient security / law enforcement personnel will be assigned for this.
While the isolation decision has been made at home / residence, agricultural and construction workers working temporary and seasonal jobs and individuals who do not have a suitable residence to undergo the isolation process for various reasons will be placed in dormitories. or pensions assigned by the governments and the period of isolation will be completed here.
The expenses of food and lodging of these people during their isolation will be covered by the governments.
The necessary administrative actions will be taken in accordance with the pertinent circulars against those who act against the decision of isolation in different ways, especially to leave their homes as a result of the inspections carried out when they should be in isolation at home, and will interpose a criminal complaint in accordance with article 195 of the TCK. In addition, they will be sent to dormitories or shelters to complete the isolation process by the governorates and subject to mandatory isolation.
The decisions required by the district governors and governors within the framework of the aforementioned principles will be taken urgently in accordance with articles 27 and 72 of the General Health Law.

Those who do not comply with the decisions made will be subject to administrative action in accordance with the relevant articles of the General Hygiene Law and the necessary legal proceedings will be initiated within the scope of article 195 of the Turkish Penal Code.
