Earthquake gathering areas are among the most discussed topics regarding the possible Marmara earthquake in Istanbul. Like Milliyet, we examined Istanbul’s earthquake concentration areas. While there are 15 people per square meter in assembly areas in some districts, there are no assembly areas in some neighborhoods.
The Disaster Coordination Board, which was formed by the Istanbul Governorate, determined 470 locations as a disaster gathering area after a possible earthquake in Istanbul between 1999-2003, while 62 streets were ‘1. The emergency transport highway was built.
Turned into a parking lot
However, although many of the places reserved as temporary gathering areas in the last 20 years have been opened for development, many routes planned as transportation routes in a possible earthquake have almost been turned into parking lots. One of the biggest problems in existing earthquake concentration areas is that these areas are physically unsuitable. Like Milliyet, we obtained interesting results in our research in many districts of Istanbul. While there are 15 people per square meter in gathering areas in some neighborhoods in Istanbul, there are no gathering areas in some neighborhoods. Together with the citizens, we learned about the areas of concentration of earthquakes and examined the condition of these areas on the site.
How can 3,000 people fit in an area of 300 square meters?
Kadikoy: Our next address after Ümraniye is Kadıköy Raşitpaşa Mahallesi. When we interrogated the emergency meeting area with the neighborhood neighbor, Eda Özer, again via e-Government, we saw that there was no meeting area in his own neighborhood. The closest gathering area to Özer’s house was the Acıbadem Mahallesi Muhtarlık Park, which is 1,200 meters away. We arrived at the park after a 10 minute walk. The head of the Acıbadem neighborhood, Ersoy Uğur, from whom we received information about the park, said: “There is a population of almost 30 thousand in our neighborhood. This park has an area of 300 square meters. This place is shown as a gathering area for approximately 1,500 to 3,000 people.
Our earthquake gathering area is definitely not enough in Acıbadem, as in any part of Istanbul. “Since there is no place for people who live above Acıbadem Street, we began to describe the green areas along the E-5 highway and the gardens of the solid renovated buildings as the gathering area.” Raşitpaşa district chief Sultan Aksu said there is no area of concentration of earthquakes in the neighborhood, “Approximately 15 thousand people live in the neighborhood. The parks were declared natural gathering areas. However, there is only one Ali İsmail Korkmaz park in our neighborhood. It is also a small and risky place to meet. The only safe place is the historic Arab cemetery. Not in our shopping area. “This is not just a problem for our neighborhood, but for the whole of Kadıköy,” he said.
Some of them even have an indoor pool!
Umraniye: Our first stop was Ümraniye Topağacı Mahallesi. After logging into the e-government page with his username and password on the street he lives with, Aslan Karadaş, a resident of the neighborhood, we searched the search section by typing “Inquiry about emergency assembly area” . After entering the city, district, neighborhood, and streets and streets information on the page, we found out that the closest gathering area was Kazım Karabekir Park. After about a kilometer of walking, we arrive at the park, which is the gathering area.
Stating that people cannot fit in this area, Karadaş said, “When people need to stay outside for a long time when there is a big earthquake, it is not possible to fit in this area. And if you set up a tent, it will barely fit between 300 and 400 people. “Our park was a little bigger, but one part was built with an indoor pool,” he said. The head of the neighborhood, Yaşar Karataş, said: “The population of the neighborhood is 16 thousand. There are only two designated gathering areas in our neighborhood. Kazım Karabekir Park is the meeting place for approximately 8 thousand citizens. The meeting areas are insufficient. We have a disaster container, ”he said.
‘This park will host a thousand people’
Misty: Ayşecik Street Park is one of the most striking examples of earthquake gathering areas in Şişli Fulya Mahallesi. In the event of a disaster, the approximately 300-square-meter park will house the residents of Ayşecik Sokak, home to 800 and a thousand people. Neighborhood resident Nursel Şahin, who learned that the gathering area was Ayşecik Street Park through interrogation via e-government, said: “More than a thousand people live in this environment. Unfortunately, we cannot fit into this area, ”said the head of the neighborhood, Bülent Abdullah Özen, from whom we received information about the meeting areas in the neighborhood:
“There are four gathering areas in our neighborhood. These are physically insufficient. This is a city between concrete. As a neighborhood, we are a neighborhood without green areas. This is also the hotel and hospital district. 300 square meters in Ayşecik Street Park, which is the meeting area. There are about 800 people who live on Ayşecik street to gather in this area. ”
“Where will people pitch their tents in the earthquake?”
Sultangazi: Another address where we visit earthquake gathering areas is Sultangazi district, Sultançiftliği district. In the consultation we made with the neighbor of the neighborhood, Atilla Hayri, when entering the address data via e-Government, we saw that the closest meeting place was the Martir Necati Özgel Park. Hayri, with whom we went to the park 300 meters from her house, said: “This place is close to my house. But there is a lot of structuring. I don’t know how we can fit in here after the earthquake. “Where will these people set up their tent if they stay outside?” Ali Özkan, the head of the Sultançiftliği neighborhood, said that together with the astro field in the Şehit Necati Özgel park, approximately 1,000 square meters is the gathering area for nearly 10,000 citizens living on nine streets. Özkan said: “The population of the neighborhood is 38 thousand. There are two gathering areas. In a big earthquake, not just here, but everywhere, people can’t fit in these areas, ”he said.
‘The places to be green areas are covered with concrete’
Bagcilar: After Sultangazi, we continued our investigation in the Fatih district of Bağcılar district. We learned that there are only three meeting areas in the neighborhood, which has a population of 44,000. Ramazan Ercan, Fatih District Chief, said: “There are three meetinghouses in total in our neighborhood. There are 3 meeting areas, one of which is 2,000 square meters and the other is 500 square meters. Can 44 thousand people fit here? We can’t fit in. The places that will be our green spaces are always covered with concrete. The population that we give to the meeting area of 500 square meters in the old town of 1823 on the street is 5,000 people. We do not have green spaces, everything is full of people. The buildings are intertwined. There are 22 thousand buildings that have expired. Let’s not be delivered to our destiny. The urban transformation must be here as soon as possible ”.
6 thousand people will gather in an area of 300 square meters
Besiktas: The Gayrettepe district of Beşiktaş is one of the worst districts in terms of volume of earthquake concentration areas. In Gayrettepe, where 300-500 square meters of parks are planned as earthquake gathering areas, 5 to 6 thousand people should fit in these places in the event of a disaster. The most striking example of the situation of the earthquake concentration areas in the district is Gayrettepe Muhtarlık Green Field Park. The park, which is designated as a disaster gathering area, should house approximately 6,000 people residing on 16 streets. In addition to this situation, which is impossible according to the laws of physics, there is no tent installation area reported to the ward chief. A neighborhood chief within the boundaries of the Beşiktaş municipality complained that the number of containers from the earthquake was insufficient, saying: “There are tools such as picks, shovels and blankets, but the number is very insufficient. For example, there is only one container in our neighborhood. “There should be a container of material in each assembly area,” he said.
Meeting areas turned into shopping malls and skyscrapers
There are dozens of earthquake gathering areas in Istanbul that fell victim to shopping malls and skyscrapers. Zorlu AVM, former Ali Sami Yen and liquor factory area, Forum AVM in Bakırköy Osmaniye, Anthill (Şişli), Starcity Outlet Center (Bahçelievler), former newspaper Zaman (Bahçelievler), Meydan AVM (Bahçelievler), Sahilpark Veliefendi (Zeytinburn) ), Sixteen Dokuz (Zeytinburnu), Ora AVM (Bayrampaşa), Forum Istanbul (Zeytinburnu), Ataköy Konakları Capacity AVM (Bakırköy), Selenium Plaza (Beşiktaş) are among the places that are on the list of earthquake gathering areas and open to construction. The Abide-i Hürriyet Courthouse, Kartal Courthouse, the former grounds of the Merdivenköy District Child Protection Institution, Ağaoğlu MyCity Bahçelievler, Levent İETT Garage are among the places designated as earthquake gatherings but open to construction.
Emergency meeting area information on e-devlet
More detailed information on earthquake concentration areas is available in the e-government system. After logging into e-government, after typing AFAD into the site’s search engine, the Emergency Meeting Consultation option is clicked on the screen. On the page that opens, everyone can see the list of the gathering areas closest to their place of residence after entering their city, district, neighborhood, street and street information. Turkey has collected around 16 thousand in the general area. The AFAD website states that there are gathering areas in ’81 provinces, in all suitable districts and neighborhoods. ‘
The work to determine the storage areas to be used after disasters and emergencies and their control in situ are carried out by the municipalities. Additionally, there is a list sent by AFAD regarding the materials to put in the containers. The municipalities in the district are expected to supply and maintain the materials on this list. This list includes a blanket, generator, and first aid kit, as well as supplies that will aid in search and rescue activities, such as excavators, shovels, helmets, ropes, flashlights, and hilti.
