The Interior Ministry sent a circular on “Postponement of wide participation events” to 81 provincial governments. In the circular, the recommendations of the Ministry of Health and the Scientific Committee of the Coronavirus to manage the risk of the corona virus epidemic in terms of public health and public order, guarantee social isolation, protect physical distance and control the rate of spread of the disease, many precautionary decisions in line with the instructions of President Recep Tayyip Erdoğan. It was said that it was taken and implemented.
In this context, in the letter sent by the Ministry of Health to the Ministry of the Interior, it was noted that ‘the COVID-19 Scientific Advisory Council recommends that non-governmental organizations, public institutions, unions or cooperatives do not hold large-scale meetings and postpone to a later date, where physical distance will be difficult to maintain.
In line with the letter of the Ministry of Health and the recommendation of the Coronavirus Scientific Committee, taking into account the seasonal effects, from October 2, 2020 to December 1, 2020, non-governmental organizations, professional organizations and higher organizations, unions and cooperatives It was recalled that the governments were informed about the delay.
At the current stage, it was stated that there has been a rapid increase in the spread of the corona virus epidemic throughout the world and especially in Europe, and that the number of cases and patients has increased in our country, and the Ministry of Health sent a new letter to the Ministry of the Interior.
The circular said:
* COVID-19 cases continue to increase around the world. The incidence of Covid-19 cases is expected to continue in our country, and although the number of cases has been controlled to some extent, the incidence of respiratory diseases transmitted by droplets will increase in our country, as in the rest of the world, in the next winter months.
* In this context, the COVID-19 Scientific Advisory Council established within our Ministry recommended that non-governmental organizations, professional organizations, unions or cooperatives with broad participation, where physical distance would be difficult to maintain, should not be maintained and postponed for 3 (three months.
* In this direction;
* With Law No. 7256, which entered into force by publication in the Official Gazette No. 31307 dated November 17, 2020; The meetings of the general assembly of the associations were postponed until the end of February in accordance with the provision that the deferral authority can be used up to three times for periods of three months adding to clause 2/3 of Law No. 7244 , which authorizes the Minister of the Interior to postpone the meetings of the general assembly of the associations.

In line with the postponement of the general assemblies of the association; It was evaluated that the activities (including general assemblies) that will be organized by non-governmental organizations, professional organizations and superior organizations, unions and cooperatives, which were previously decided not to take place until December 1, 2020, should be postponed until March 1 of 2021.
* The decisions of the Provincial / District General Hygiene Committees will be taken urgently by the governors and district governors in accordance with articles 27 and 72 of the General Health Law in accordance with the aforementioned principles. There will be no interruptions in the application.
* Those who do not comply with the decisions made will be subject to administrative action in accordance with the relevant articles of the General Hygiene Law, and the necessary legal proceedings will be initiated within the scope of article 195 of the Turkish Penal Code. İHA
