The AK Party, Turkey, offered the proposed Law for the creation of the environmental agency that modifies certain laws of the President of the Assembly. Some of the important regulations in the proposal are as follows:
TURKEY ENVIRONMENTAL AGENCY: To increase efficiency with the zero waste resource management system and the establishment of a national and Turkish-scale warehouse for activities, the Environment Agency will be established for operation.

DEPOSIT SYSTEM: The start of the warehouse system implementation will be postponed from January 1, 2021 to January 1, 2022. The warehouse system, which currently only includes packaging, will include batteries, electrical or electronic equipment, tires.

Metropolitan municipalities will be in charge of building roads, lanes, parks and charging stations for bicycles and electric scooters. Municipalities will charge an occupancy fee of 16.66 kurus per day for an e-scooter.
It will be mandatory for metropolitan municipalities to include bicycle transportation in their transportation master plans.
PARKING INCOME: The district municipalities will have the task of building, operating and granting licenses for regional parking lots, indoor and outdoor parking lots. The practice of transferring income from district municipalities from parking lots to the metropolitan municipality will be ended.
ORGANIZED SANCTIONS: Some of the administrative fines of the Environment Law will be reordered. Consequently, those who put on the market the products subject to the deposit of 20 thousand TL; TL 15.16 per square meter of activity area for those who offer retail sales to consumers; Outlets that are not included in the deposit system will be fined TL 100 for each square meter of sales area.
20 thousand TL for those who do not establish or document the zero waste management system; 60 thousand TL for terminals and filling islands that do not meet the criteria established by the ministry regarding the storage, filling and transportation of gasoline and naphtha in tanker trucks; 30 thousand TL for fuel stations; An administrative fine of 3 thousand TL will be applied to oil tankers.

To those who produce and supply plastic bags against the principles of the Ministry; manufacturer representative authorized by the manufacturer if outside Turkey, 15 thousand; An administrative fine of 10 thousand TL will be imposed on companies that change motor oil without a license.
