The Istanbul Metropolitan Municipality made a public statement on the process and the new regulation. The statement is as follows:
“An explanation is needed in line with developments recently reflected to the public.
The natural gas distribution market is a market regulated by the legislation of the Energy Market Regulatory Authority. Therefore, the prices of natural gas bills are determined according to the rates established by legislation.
However, due to the coronavirus epidemic, extraordinary conditions began to occur as of March 11. Meter reading activity was more difficult in this period compared to normal times and billing periods were prolonged due to government administrative arrangements regarding employees, employees affected by the epidemic and even some of our citizens did not allow the meter to be read preventively. Eight curfew days in April was another important reason that affected this period.
As a result, although invoices were created based on actual consumption values, they covered a longer period in this period.
Due to EMRA’s warning, unpaid invoices were canceled and work began to issue 30-day invoices.
Consequently, the new invoice amount will be reorganized to correspond to 30 days; the balance already consumed will be reflected in the next invoice.
Although the price paid mainly for actual consumption has been paid on the invoices paid; At the request of our subscribers, it will be reorganized to correspond to 30 days; the balance already consumed will be reflected in the next invoice. In this case, the amount paid for the consumption of the balance can be deducted from the next invoice and reimbursed upon request.
