Chamber of Agricultural Engineers dependent on TMMOB, the global pandemic in the process in the agricultural sector for increased production and foreign trade protectionist measures, present in Turkey and made a written statement to reduce future aid.
In the statement published with the signature of Baki Remzi Suiçmez, Chairman of the Board of the UCTEA Chamber of Agricultural Engineers, the Annual Presidential Program for 2021, the Decision on Agricultural Support to be paid in 2021 and the Budget Proposal of the Ministry of Agriculture and Forestry for the Year 2021.
“The three regulations on the agenda do not include an increase in agricultural aid despite the increase in inflation and the exchange rate in our country, but on the contrary, they foresee decreases. Under these conditions, 2021 will be a year of frustration for the agricultural sector of our country.
“THE BUDGET IS NOT SOLVING PROBLEMS, IT IS INCREASING”
In the statement, the following evaluations were made for the 2021 budget of the Ministry of Agriculture and Forestry, saying that “it is the budget cut that will increase the problems rather than solve the problems of the agricultural sector”:
“Compared with the officially announced inflation rate of 14 percent, the increase in the exchange rate of more than 30 percent, the average increase in input costs due to foreign exchange by at least 30 percent, almost the Half of these supports will be reflected in the farmer in the period in which the payments will be left for the next few years. This bad choice means ignoring our producers and our production and leaving our farmers to their fate. “
“THE FARMER IS A CONTINUING DEBT”
“Apart from insufficient agricultural aid, the most important problem in this regard is the non-payment of aid on time. According to data from November 2020, with a payment of TL 18.4 billion for 2019, 84 percent of the supports have been paid. This deferred payment method, which is applied when there is a large creditor from the State, causes the farmer to constantly go into debt.
Failure to pay agricultural aid on time, payment after at least 1 year, makes our producers, whose income goes to bank and market debt, stay away from production. However, for the support that should guide the increase in production and the planning of agricultural production to reach its goals, the support must be paid sufficiently, punctually and without interruptions before planting the product ”.
“AGRICULTURE SHOULD START TO BE SUPPORTED WITHOUT LATE”
“Turkey should be encouraged to delay the agricultural sector,” said the agricultural engineer, the descriptions ending with these words:
“It is clear that neoliberal agricultural policies have not been able to solve the chronic problems of the agri-food and rural sector in our country as they did in the past. In our country, as in previous years, instead of solving the structural problems in the pandemic process, except for the ‘domestic and national’ discourse, unfortunately, productive mobilization based on concrete economic support is not implemented to protect national production and producers. . “
