The Civil Inspector was appointed to investigate the matter with the approval of 08.17.2020, and carry out a preliminary examination on those responsible, after printing posters with the institutional identity of the Istanbul Metropolitan Municipality and hanging them in different parts of the city against the Istanbul Canal Project, which was implemented as a State Project.
When the subjects subject to approval are examined; Municipalities must be evaluated within the framework of the “Principle of Administration Integrity” expressed in the Constitution and are subject to the control of administrative guardianship within this framework, the duty to “Protect the Rights and Benefits of the People and the Municipality”, which is among the duties of the mayor according to the Municipality Law, is limited to the duties assigned to the municipality, “Ya With a banner in the form of” Kanal Ya Istanbul “, it is stated that opposing an issue that has a dimension international legal, is subject to the political sphere and is related to the “sovereign authority of the State” through the use of public resources is contrary to the principle of the integrity of the administration and the law, it is seen that the issues are included.

The personal opposition of the Mayor of Istanbul Metropolitan Municipality to the Kanal Istanbul Project was not questioned anywhere in the approval, and the fact that these posters were printed institutionally and using public resources was included in the preliminary investigation / examination. As alleged, there is no accusation of separatism anywhere in the consent.
As in all investigations, in the investigation / preliminary examination based on the approval dated 08.17.2020, our Civil Inspector requested a statement from the Mayor of Istanbul Metropolitan Municipality, Mr. Ekrem İmamoğlu, with a letter dated 11.09.2020 , and the points in the request letter were repeated to him (7) He was asked to give his statement in writing during the day. In the statement request letter, Mr. Ekrem İmamoğlu’s personal opposition to the Kanal Istanbul Project was not questioned, nor was he accused of separatism. ”
