The Interior Ministry sent a circular on “Dynamic Audit Process” to 81 provincial governorates. The circular highlighted that as of Thursday, March 4, 2021, a new and intensified process will begin throughout the country, and the basic procedures and principles of the new dynamic audit process are listed below:
Audit activities; It will be ensured that all public institutions and bodies, local administrations and trade associations provide the maximum support (personnel, vehicles, materials, etc.) In these audits, the efficiency and capacity of the audits will be increased by making use of high-level technological facilities. The governor and district governors will form general inspection teams comprised of law enforcement and other public personnel under the chairmanship of each provincial / district director (national director of education, director of agriculture and forestry, director of youth and sports, CFO / property manager, etc.). These teams will be ensured periodically inspecting the field every day under the chairmanship of the governor, lieutenant governor, district governors, and provincial / district directors.
THE DYNAMIC AUDIT MODEL WILL BE APPLIED
The new inspection teams made up of the municipal / provincial special administration, professional chambers, public personnel with certificates of experience in occupational safety and food inspectors from the Ministry of Agriculture and Forestry will be included in the Workplace Inspection Teams and Teams Neighborhood Inspection within the Provincial / District Outbreak Control. Centers and a dynamic inspection model will be implemented. Establish a sufficient number of inspection teams to be composed of police personnel in each municipality (minimum three police officers for each team). It will be listed in the Provincial Outbreak Control Center (İSDEM) as the ‘Municipal Inspection Team’. At the same time, teams will be formed that will be made up of special personnel from the provincial administrations (each team consists of a minimum of three people) and with a minimum of one team per district, and will be included in the ISDEM as the ‘Special Team of Audit of the Provincial Administration ‘. Teams made up of municipal police and personnel from the provincial special administration will weekly inspect all workplaces in the area of responsibility and will report to ISDEM.

The teams will carry out awareness-raising activities to ensure compliance with the measures to combat the epidemic. It will establish action on the dysfunctions detected in accordance with its legislation and will notify the local administrative authority to impose sanctions in accordance with the General Hygiene Law No. 1593, if practices contrary to the measures to combat the epidemic are detected. A sufficient number of audit teams will be formed for the supervision of their members within the professional chambers or sub-chambers affiliated with the provinces and districts and will be included in ISDEM as the ‘Chamber Audit Team’. The inspection teams of the professional chambers will inspect the workplaces of their members within the provincial / district boundaries at least once a week, carry out the necessary orientation activities and report weekly to ISDEM of the inspections establishing actions in the framework of the chamber’s legislation in case of contradictions. measurements.
