The Interior Ministry issued a circular on the “new normalization process” announced by President Recep Tayyip Erdogan after the cabinet meeting.

The following statements were included in the circular:

Within the framework of the decisions taken in the Presidential Cabinet;

According to the criteria determined by the Ministry of Health and the Scientific Committee of Coronavirus, the provinces will be divided into 4 different risk groups (low, medium, high, very high) and the level of measures to combat the epidemic will be determined by risk. groups.

Until a new decision is made, the risk groups in our provinces were determined as follows:

Provinces in low-risk groups

Ağrı, Batman, Bingöl, Bitlis, Diyarbakır, Hakkari, Iğdır, Mardin, Muş, Siirt, Şanlıurfa, Şırnak, Uşak, Van.

Provinces of the Medium Risk Group

Adana, Afyonkarahisar, Ankara, Aydın, Bartin, Bayburt, Bursa, Çankırı, Çorum, Denizli, Elazig, Erzincan, Erzurum, Eskişehir, Gaziantep, Hatay, Isparta, Kahramanmaraş, Karabük, Karsuşhisa, Malayaceliz.

Provinces in high-risk groups

Antalya, Ardahan, Artvin, Bilecik, Bolu, Çanakkale, Düzce, İstanbul, İzmir, Karaman, Kayseri, Kırıkkale, Kırklareli, Kilis, Kocaeli, Kütahya, Mersin, Muğla, Niğde, Tekirdaong, Yalodakva.

Provinces in very high risk groups

In the field of fighting the coronavirus epidemic, the precautions to be taken at the provincial level and the rules to be followed are determined based on the risk groups. According to the risk group of the province, it will be ensured that the decisions of the Sanitary Board are taken by the Governor and that they are put into practice as of 03.02.2021.

During curfew restrictions, which will vary according to risk groups, the exceptions / exemptions included in the “List of places and persons exempt from the curfew restriction” determined by our Ministerial Circular dated 11.30.2020 and numbered 20076 (including additions made in the following Circulars) and curfew restriction period Procedures and principles regarding intercity travel on and off days will continue in the same manner.
Within the scope of the curfew;

The street restriction will be applied between 9:00 p.m. and 5:00 a.m.

Restrictions will apply to going out to the streets of Turkey between 9:00 p.m. and 5:00 a.m. Monday to Friday.

On the weekends;

In our provinces that are in the low and medium risk group, the curfew will apply between 9:00 p.m. and 5:00 a.m. as during the week.

In our provinces, which are in the high and very high risk group, the curfew will apply between 9:00 p.m. and Saturday 5:00 a.m. on Friday, starting at 9:00 p.m. on Saturday and covering the entire Sunday and ending at 05:00 on Monday. .

Curfews were lifted for youth 65 and older and younger than 20 in low- and medium-risk provinces.

In our provinces in the low and medium risk group; The curfew will be lifted for our citizens over 65 and for youth and children under 20.

In our provinces in high and very high risk groups; Curfews for citizens aged 65 and over and under 20 will be increased from 3 hours to 4 hours, and our citizens aged 65 and over will be able to leave from 10:00 to 14:00, and children and young people under 20 from 14:00 at 6:00 p.m. .

In our provinces in high and very high risk groups; Educational institutions approved by the Ministry of National Education to conduct face-to-face training / exams will be exempt from curfew restrictions limited to the route and relevant hours, as long as they document the status of students / teachers / employees with the address of the institution. to be delivered by educational institutions and the document containing the study / course schedule.

Restaurants, with the exception of very high risk provinces, will be able to continue their activities.

According to the capacity rates determined in low, medium and high risk groups, the COVID-19 Epidemic of the Ministry of Health for food and beverage places (restaurants, restaurants, coffee shops, pastry shops, confectioneries, etc.) and workplaces such as coffee shops and tea gardens, which will operate between 07:00 and 19:00. The number of tables and seats that can be found in the space and the maximum number of people that can be found at the same time will be determined by applying a 50% capacity limitation rate separately for open and closed areas, taking into account the distance conditions (between tables and seats) included in the Handling and Work Guide. The places to eat and drink in these risk groups may serve as take-away or take-away food between 7:00 p.m. and 9:00 p.m., and only as a take-out service between 9:00 p.m. and 24:00 p.m.

The places to eat and drink in our provinces, which are in the very high risk group, can serve as take-away or take-away food service between 10.00-20.00, and only as parcel service between 20.00-24.00, and they will not be able to provide services in the workplace.

In accordance with the distance rules in the COVID-19 Outbreak Management and Work Guide and the capacity utilization rates specified in the table in Annex-1, a seating arrangement plan will be prepared for each dining venue. and drink and the number of customers who will be At the same time, the interior is advertised so that customers can easily see from the inside and outside.

The HES code will be checked at the entrance of the restaurants.

Unless the HES code is verified, additional tables and seating will not be permitted in the venue other than as specified in the approved seating arrangements at eating and drinking venues that cannot accept patrons.

In our provinces in the low and medium risk group; Astroturf, swimming pool, etc., as long as the HES code is used at the entrances and spectators / companions / guests are not allowed. The facilities may operate between 09:00 and 19:00.

Astro pitches, swimming pools and similar facilities will remain closed in high and very high risk provinces until a new decision is made.

The number of participants in weddings and weddings will not exceed 100 in low and medium risk provinces, and 50 in high and very high risk provinces.

In our provinces in the low and medium risk group; Weddings in the form of weddings and wedding ceremonies can be held with a minimum of 8 square meters of space per person, no more than 100 participants and limited to 1 hour.

In our provinces in high and high risk groups; Weddings in the form of weddings and wedding ceremonies can be held with a minimum of 8 square meters of space per person, no more than 50 participants and limited to 1 hour.

The number of people will not exceed 300 in activities in low, medium and high risk provinces.

In low, medium and high risk groups, all kinds of activities that cause the confluence of people, including the general assembly to be organized by non-governmental organizations, professional organizations that are public institutions and their superior organizations, associations and cooperatives; Leaving an area of ​​8 square meters per person and the maximum number of people that can be present at the same time, not to exceed 300, can be done by taking all kinds of precautions by the authorities of the relevant institutions / organizations.

Activities are prohibited in very high-risk provinces

In our provinces, which are in the very high risk group, until a new decision is made, all kinds of activities that provoke the meeting of non-governmental organizations, professional organizations of public institutions and their superior organizations, unions and cooperatives , including the general assembly, will be postponed.

Permission must be obtained at least 3 days in advance for weddings and weddings organizations.

Similarly, for weddings in the form of weddings or wedding ceremonies, at least three days before the wedding and / or wedding hall business to control people and space restrictions, on what day and at what time intervals, without providing personal data, before the wedding organization It will be ensured that the governorates / district governorates are notified through the e-Devlet gateway through the electronic application system of the Ministry of the Interior or directly with a request.

It has been announced that for those who violate the rules, an administrative action will be initiated in accordance with the relevant articles of the Public Health Law No. 1593 and that the necessary judicial procedures will be initiated within the scope of article 195. of the Turkish Penal Code.
