Aliyev received the co-chairs of the OSCE Minsk Group, Stephane Visconti of France, Andrew Schofer of the United States and OSCE Special Representative Andrzej Kasprzyk, who came to Baku for talks. The Russian ambassador to Baku, Mikhail Boçarnikov, was also present at the reception.
Emphasizing that the situation in the region has changed, Aliyev claimed that, like Azerbaijan, they have solved the Nagorno-Karabakh problem, which has been going on for almost 30 years, by force and through political means.
Aliyev also mentioned the activities of the OSCE Minsk Group conducting the settlement process: “Unfortunately, the Minsk Group did not play any role in resolving the conflict, but the Minsk Group had the authority to do so for 28 years. Claiming that Azerbaijan solved this problem on its own, Aliyev said that they defeated Armenia on the battlefield and forced them to sign the declaration of surrender.
Aliyev stated that they had no problems with the Armenian population living in the region and that they would have a better life under Azerbaijani rule.
“WE DEFEAT THE ARMY OF SARKİSYAN AND KOÇARYAN”
In assessing that former Armenian presidents Serzh Sargsyan and Robert Kocharyan were “war criminals”, Aliyev said:
“In fact, we defeated Sarkisyan and Kocharyan. They want to put all the responsibility on Pashinyan. I have said before. Who is Pashinyan? He is a random man who came to power in a wave of protests against the Sarkisian and Kocharyan regime. This person has no knowledge or experience. ” He has no idea about international relations and the government of the country. A man who has never been a manager in his life. That is why he cannot be blamed alone. It is true that he provoked us, did unacceptable things and was punished for it, but we defeated the army of Sarkisyan and Kocharyan. ”
Recalling that the Armenian army consisted of Sarkisyan and Kocharian for 30 years, Aliyev said that all the war crimes committed against Azerbaijan were documented and that they started a legal process on the destruction by Armenians in the cities that were once busy.

Expressing that the Russian peacekeeping force began operating in the region and the situation had stabilized, Aliyev said:

I think Armenia should not be eager to restart in any way. That is why they should be very careful. not to plan any military action. This time we will destroy them completely. This should not be a secret to anyone. I hope it doesn’t happen. “
Aliyev provided the following information about the Turkish-Russian Surveillance Center that is planned to be established:
“Surveillance is being formed in the center of Agdam province. It will verify the implementation of the Turkish-Russian Ceasefire Monitoring Center. I think it is a beautiful manifestation of regional cooperation. It is the symbol of the highly desirable cooperation between Russia and Turkey. Now it’s a reality. ”
