The Mayor of the Istanbul Metropolitan Municipality (IMM), Ekrem İmamoğlu, met with 32 district mayors working in the city on the Covid-19 agenda. At the meeting held last night at the Haliç Galata Hall Congress Center, the municipalities of Bağcılar, Başakşehir, Maltepe and Şile, the Deputy Mayor; Büyükçekmece was represented at the level of the first vice president of the assembly. The two municipalities that did not participate in the meeting at any level were Pendik and Bahçelievler. It was learned that the Mayor of Pendik, Ahmet Cin, had received the Covid-19 treatment as the Mayor of Büyükçekmece, Hasan Akgün.
“THE PEOPLE WHO KNOCK THE MOST ON THE DOORS, MUNICIPAL PRESIDENTS”
Imamoglu, who began his speech by wishing for an urgent cure, stressed that Istanbul is going through a very troublesome period regarding the pandemic.
Saying that “the epidemic has escalated, our hospitals are intense, our patients are treated intensively and many of our patients are being treated at home, perhaps the mayors are the most followed,” Imamoglu said that the people whose doors are hit the most they are themselves as “the people who are safe in the city.” Sharing the Covid-19 figures within the IMM body, İmamoğlu stated that they lost 34 employees in the process. Noting that the number of patients within the institution has reached 2 thousand, İmamoğlu stated that there are between 3 and 4 thousand contact employees and that they have lost their jobs because of this.
“HEALTH PROFESSIONALS, FIRST STAGE FIGHTING HEROES”
Saying: “I know that both the IMM and the district municipalities have made an outstanding effort since the beginning of the pandemic,” İmamoğlu expressed that he knows that all the institutions are on the ground and doing the best they can.
Saying, “Of course living this makes me happy,” İmamoğlu emphasized that a separate title should be opened for health professionals.
İmamoğlu said: “Each of them is truly devoted and generous; perhaps the heroes of the frontline fight. Let us convey our sentiment of gratitude to all health professionals, from doctors to nurses, health officials and servants. One thing can be said of his passion for the profession and for the highest achievement; Commemorate them with respect and gratitude. We hope their noses don’t even bleed. We wish mercy to our health professionals who lost their lives as a martyr of duty ”.
“NO FIGURES”
İmamoğlu, who transferred the measures he took as an IMM since November 15, when the epidemic began to escalate, shared the following information:
“Since then, we have decided to close our social facilities, museums and cultural centers. Our government applied its first restrictions on November 17. As of December 2, the second restriction decisions were made. As our IMM Scientific Advisory Board stated, I believe a complete shutdown will do the trick. I believe that partial measures will prolong the process and will not produce results. Today, we have 437 burials so far; 204 of epidemics. They have buried us with 400 figures for about a month; this never fell. We enter the third week in restrictions. There is some stretch in the numbers, but there is no decrease. It should be clearly noted that this is not enough. Our Advisory Council stipulates full closure at its meeting held today. They suggest 3 weeks; Otherwise, it is claimed that two weeks can give positive results. We know the economic equivalent of full closure. But overall, I believe that our state can overcome this economic concern with all its institutions. Minister of Health and others According to the information I gathered from talking to the municipality of Istanbul in the process of the epidemic, even though the last two weeks we have talked about all the regions of Turkey. “
“THE NUMBER OF PASSENGERS DECREASED BUT THE NUMBER OF BUSES ON THE TRIP HAS NOT CHANGED”
Stating that transportation, which is one of Istanbul’s biggest problems during the pandemic process, is also an issue being discussed in the field, İmamoğlu exemplified the fact that IETT buses and metrobus vehicles work at full capacity compared to figures from previous years. İmamoğlu said that they provide services at full capacity despite the fact that the number of passengers and trips was reduced due to the pandemic: “You know, I think we made a historic decision on private public buses together with the Metropolitan Council. We have moved the system to a single system. Each of them will now take the IMM’s İETT bus in one color. Hope we want to complete this by April. Starting next week, we will have the opportunity to change buses from any low density line to an adequate number of busy lines. In other words, we will be managing the entire system ”. İmamoğlu called on the district mayors to act together on issues such as markets, the homeless, the elderly living alone and the use of healthy disinfectants. Speaking after İmamoğlu, the district mayors shared their views and suggestions on the process.
THE MINISTER SHARED THE DETAILS OF THE MEETING WITH THE PRESIDENTS
The second item on İmamoğlu’s agenda, in addition to Covid-19, was the possible Istanbul earthquake. Noting that they met with the Minister of the Environment and Urbanization, Murat Kurum, in Ankara on December 7, İmamoğlu informed the district mayors about the problems experienced at the meeting.
Recalling that he made a special “Earthquake Council” proposal for Istanbul to the Ministerial Institution at the “Urban Transformation Consultation Meeting” held at the Haliç Congress Center on February 21, İmamoğlu said:
“Taking into account this proposal of the council, we had talks and meetings in which the delegations also came 2 or 3 times. We had one last conversation with the Minister. I find this conversation valuable. In this meeting that we held on Monday, several issues came to light. There is no consensus on our council’s proposal. Actually, the summary of our proposal is to create an ‘earthquake base’ centered in Istanbul. Under the coordination of the Ministry, the government is within the IMM; It is also a mechanism in which representatives of the private sector, insurance, financial sectors – at the highest level – and professional associations participate. We had a proposal to establish a scientific committee affiliated with the higher board, but to establish regional earthquake boards in which active decisions are made in the main field; it is something like the Board of Monuments. We believe that we are proposing a very viable position for ministry. These will be examined; we present our reports. There are many things in it. We talked about the rapid scan system we are currently running at Avcılar and Silivri and their data, and we set our goals. By the end of 2023, we demand your solidarity with the rapid test of all buildings built before 99. This means testing 800,000 buildings built before 99. This is an inventory study for the first time. I’d also like to say that this test we ran achieved 98 percent accuracy. We also broadcast this. “
“WE MAKE A DETAILED PRESENTATION”
Stating that they made a detailed presentation on financing urban transformation, İmamoğlu stated that all state institutions are making an effort in this regard.
Stating that this work can be solved if the field is mobilized, İmamoğlu said: “For example, in a quick inspection of a neighborhood in Avcılar, the rate of heavily damaged and heavily damaged buildings turned out to be around 39 percent, while buildings built before 99 should normally be 9.6 percent. This means: According to the survey carried out in 2018, around 50 thousand buildings in Istanbul are expected to be badly damaged or seriously damaged, but this actually means that the reality of the field can go up to 200 thousand ”.
24 LAWS, 11 REGULATIONS, 19 INSTITUTIONS …
Sharing the information that 3 decisions were made during his meeting with the Ministry, İmamoğlu said:
“One of them; We believe that there is confusion regarding the legislation. You also know; In fact, there are many laws. There are approximately 24 laws, 11 regulations and 19 institutions that will be able to make competent decisions in this matter. You do not have the opportunity to set up separate tables on each theme. To activate the functionality, I firmly believe that the Istanbul earthquake should be managed by a base of operations that is established in Istanbul, with quick and practical decisions. There is no other way. Actually, our main suggestion Here is the following: I shared with him the forecast that the voice of politics and political salsa must be handled without interfering with this work, and that it could still be completed in at least 10 years with a large mobilization. Because none of us know when the earthquake will occur “.
“WE HAVE THE CONSIDERATION OF COOPERATING ON 3 ISSUES”
Noting that the second decision was to hold a scientific meeting on the “advice” they proposed, Imamoğlu said the meeting would be hosted by the Ministry of Environment and Urbanization.
Stating that they will present a draft to the Ministerial Institution in which the content of the meeting and the sectors that must be on the table to be configured regarding the earthquake will be opened, İmamoğlu said, “The third issue is that both the ministry and the IMM commissions come together and hold a meeting on the pressing issues we have identified regarding the earthquake and urban transformation. . We have the opinion to cooperate on 3 issues ”. İmamoğlu stressed that he is ready to do the same with the district mayors that he gave to the Institution of the Ministry, if they request it. Saying that the issue of the earthquake should be above politics, İmamoğlu said: “Beyond saying that I did that, he did this; Beyond saying the party A, B, C, D, I would like to remind you once again that we have to protect the lives of people in Istanbul. “
