The three labor confederations included the following principles that should be based on the work of the Minimum Wage Setting Commission to determine a minimum wage that is “decent”:
– To determine the minimum wage, the “subsistence conditions” approach of the Constitution must first be followed. According to the economic and social conditions of the day, the minimum wage that allows the worker and his family to live in a humane way and compatible with human dignity must be determined. We must also take into account the loss of income and increases in expenses caused by the epidemic conditions in which we live.
– The minimum wage must be clearly explained, excluding the Minimum Life Subsidy (AGI). Taxes, social security, etc. deductions must be added to the net amount and the minimum wage must not fall below this advertised net salary for the entire year.
– The part of the salary corresponding to the minimum wage must be tax-free. Furthermore, the application of the stamp duty for employees should be abolished. The rate that will be applied for the first tax bracket after the minimum wage must be 10 percent.
– The minimum wage must be determined individually and annually at the national level without any discrimination. It must be handled independently of all economic evaluations such as qualification, seniority, and the nature of work among workers.
– The minimum wage should be considered as a social wage beyond economic criteria and should be determined based on this characteristic.
– The state must not discriminate between employees and must take into account the lowest monthly amount valid in the public sector when determining the minimum wage.
“THE SHARE OF THE WORKERS ‘SSI PREMIUM SHALL BE COVERED WITH THE BUDGET BY REDUCING 5 POINTS”
Türk-İş, Hak-İş and DİSK listed their demands in relation to the minimum wage and taking into account current economic conditions:
“- Social security premium support provided to employers should also be given to workers in a similar way to workers ‘social security rights and the share of workers’ social security premium should be reduced by 5 points and be covered with the budget.
– In pandemic conditions, the lower limit of payments made to workers for unemployment insurance (short-term work allowance, cash assistance and unemployment insurance) should be the minimum wage. Workers with jobs and income lost in the pandemic should receive cash income support no less than the minimum wage level. This support should be financed from the unregistered workers budget.
– According to the principle of “Social status”, “family assistance” should be implemented for the non-working spouse.
– There should be a minimum wage incentive for workplaces with union organizations.
In the statement, it was stated that the three worker confederations will continue to share the resulting opinions in accordance with common labor principles.
