President Recep Tayyip Erdogan announced after the cabinet meeting that a general curfew would be imposed between 21:00 and 05:00 every day of the week. Erdogan stated that the ban will continue uninterrupted from 9:00 p.m. on Friday night to 5:00 a.m. on Monday morning.
The Ministry of the Interior also included the details of the curfew in the circular it sent to 81. Consequently, markets, grocery stores, greengrocers, butchers and nut stores will be able to operate between 10 a.m. and 5 p.m. on Saturdays and Sundays. when the ban is in effect.
Until a new decision is made, the nationwide curfew will begin at 9:00 p.m. on Fridays, cover the entire Saturday and Sunday, and a curfew will be imposed until it is completed at 5:00 a.m. on Mondays. . A curfew will be imposed for all citizens, starting at 9:00 p.m. on Friday, December 4 and ending at 5:00 a.m. on Monday, December 7, and the practice will continue in the same way the following weekends of week.
During the curfew, the places and persons indicated will be exempt from the restriction in order to guarantee the continuity of the productive, manufacturing, supply and logistics chains and the continuity of health, agriculture and forestry activities.
EXPLANATION OF THE DETAILS OF THE LAW
The Interior Ministry circular said:
* With the exception of those over 65 and under 20, they may go to and from the market, grocery store, greengrocer, butcher and greengrocer closest to their residence, provided that their mandatory needs are met and that they do not drive a vehicle (excluded our disabled citizens).
* Between the same hours, grocery stores, grocery stores, greengrocers, butchers, dried fruit and online ordering companies will be able to sell door to door or door to door.
* On Saturdays and Sundays, licensed bakeries and / or bakery businesses and only bread vendors from these workplaces will be open (only bread and bakery items may be sold at these workplaces).
* Our citizens (except those over 65 and under 20) will be able to come and go to and from the bakery within walking distance of their residences, as long as they are limited to meeting their needs for bread and bakery products and do not drive a vehicle (except disabled citizens).
* Bread distribution vehicles owned by licensed bakery and bakery businesses may only serve bread in markets and grocery stores, and no street sales will be conducted with bread distribution vehicles.
* Restaurants and restaurant-style workplaces may only be open for take-out service between 10:00 AM and 8:00 PM on Saturday and Sunday when there is a curfew.
* Until a new decision is made, the curfew will be restricted between 9:00 PM and 5:00 AM on weekdays (Monday, Tuesday, Wednesday, Thursday and Friday) nationwide.
THE FIRST BAN APPLICATION OF THE WEEK WILL BEGIN TODAY

THE SITUATIONS THAT MUST BE CONSIDERED MANDATORY ARE DETERMINED
In the circular, the conditions to be considered mandatory are set out below:
* Those who want to be discharged from the hospital where they are treated and return to their original residence,
* Those who are referred with a medical report and / or have a prior medical appointment / control,
* To attend the funeral of himself or his spouse, first-degree relative or deceased brother or to accompany the funeral transfer (maximum 4 people),
* Those who have arrived in the city where they are in the last 5 days but have no place to stay but want to return to their place of residence (those who present their travel ticket, vehicle registration, other documents proving their travel, information and information),
* Who will attend the exams announced by ÖSYM and other core exams and their assistants,
* Those who want to return to their settlements completing their military service,
* With a private or public invitation letter to a daily contract,
* Citizens released from criminal enforcement institutions may travel in public transport vehicles or private vehicles as long as they obtain permission from the Travel Permit Boards through the E-APPLICATION and ALO 199 systems of the Ministry of the Interior or by requesting directly to the Government / District Governments.
* Intercity trips of people who do not carry the aforementioned excuses will only be possible through the use of public transport vehicles (plane, bus, train, boat, etc.).
* Provide the officials of public transport vehicles documenting their work-related provinces with the ticket, reservation code, etc. who will travel between cities. Presenting with the certificate will be exempt from the curfew.
* The basic needs (bread, basic food, etc.) of our citizens aged 65 and over will be met through Vefa’s Social Support Units, planning during the period and days with a curfew.
ANOTHER CIRCULAR HAS BEEN SENT ON NEW PROHIBITIONS
The Interior Ministry sent a circular on “New restrictions and measures” to the governors of 81 provinces. The circular said:
* In order to manage the risk of the coronavirus epidemic (Covid19) in terms of public health and public order, ensure social isolation, protect physical distance and control the rate of spread of the disease, the basic principles of the period of controlled social life in which we find ourselves, as well as the rules of life. The rules and measures to be followed in each field are determined and implemented in accordance with the recommendations of the Ministry of Health and the Coronavirus Scientific Committee, in accordance with the instructions of our President.
* It is known by the public that there has been a rapid increase in the spread of the coronavirus epidemic throughout the world and especially in Europe at the current stage, and that there is an increase in the number of cases and patients in our country.
Until a new decision is made, the regulation that will be valid from 9:00 p.m. today is the following:
* In accordance with the letter of Administrative Affairs of the Presidency dated 30.11.2020 and numbered 46676, our governors in the provinces determine the daily work start and end times of the institutions and public bodies between 10:00 and 16:00 : 00 from Wednesday 02.12.2020, and the hours of attention to the personnel is reorganizing according to the hours,
* Suspension of the activities of swimming pools, Turkish baths, saunas, massage parlors and amusement parks, and the possibility of depositing only coupons / ganian in ganyan, claims and distributors of national lotteries without accepting clients,
* Citizens aged 65 and over and under 20 can use public transport vehicles (metro, metrobus, bus, minibus, minibus, etc.) within the hours specified in our Circular dated 18.11.2020 and numbered 19161 (between 10.00-13.00, 13.0016.00). restriction of its use,
* Determination of the measures to be taken by the relevant local administrations (increase in the number of trips, inspection, etc.) by the Provincial / District General Hygiene Boards to reduce the density experienced in urban public transport vehicles,
* Conduct of funeral prayers with a maximum of 30 people, including relatives of the deceased,
* Organization of weddings in the form of weddings and ceremonies with a maximum of 30 people, including the families of the bride and groom,
* Considering the transmission / spread rate of the epidemic in our citizens during this period, where more time is spent in closed areas due to the winter season, events such as day, mawlid, condolences and year-end celebrations are not allowed ,
* Again, for the reasons above, our citizens should be reminded that guests are not accepted into homes during this process.
* Determine the number of clients that can be accepted at the same time for each shopping center and district market, by decision of the General Boards of Provincial / District Hygiene,
* In addition, complete inspections in shopping centers and district markets with the COVID-19 officer of the shopping center responsible for following the rules / measures taken in the previous circulars, market managers and police / police units,
* HES code requirement for employees and customers at the entrance of shopping centers and ensuring that employees or customers who do not encounter any problems are admitted to the shopping center after necessary consultations,
* If the Provincial / District Hygiene Boards deem it necessary, determining the number of people who can enter / be present at the same time in busy streets and squares (taking into account the square meter and size of the area), taking the necessary physical measures and other measures fully,
* Suspend the activities of nurseries and kindergartens,
* In workplaces with 50 or more employees, it is considered that the implementation of epidemic measures should be strictly supervised by an existing occupational safety specialist or a staff member who will be assigned in their absence, under the supervision of a doctor from the workplace.
* In accordance with the aforementioned principles, in accordance with articles 27 and 72 of the General Hygiene Law, the decisions of the Provincial / District General Hygiene Boards are taken urgently, the practice is not interrupted and there is no victimization , an administrative action is taken for those who do not comply with the decisions taken in accordance with the pertinent articles of the Public Health Law. and the initiation of the necessary judicial procedures within the scope of article 195 of the Turkish Penal Code in relation to acts that constitute a crime.
