Many HDP deputies and mayors were arrested in connection with the incidents of October 6-8, 2014. One of those names, the mayor of Kars, Ayhan Bilgen, was arrested. The governor of Kars, Türker Öksüz, was appointed vice president to replace Bilgen.
After the CHP, the DEVA Party also protected Bilgen, who was removed from office. In a written statement from the party, it was stated that “the appointment of the employers is a blow to democracy.” The statement included the following statements:

All trustee appointments based on a clause added to article 45 of the Municipal Law are contrary to the Constitution and international conventions.
Exceptionally, if the mayors are removed from office for compulsory and lawful causes, the municipal council must have the opportunity to elect its new president. But it is another contradiction that this right is granted to some municipalities but not to others ”.
The appointment of an administrator for the municipality of Kars is a blow to democracy.
Appointing trustees to replace mayors elected through illegal investigations has become a routine for the government.
